Position: Nutrition and HIV Project Officer III
Reports to: Nutrition and HIV Specialist (Tanzania)
Location: Dar es Salaam
AED/FANTA-2 invites application from well-qualified individuals for the above position. This is full time position for 1 year initially, renewable contingent on continued funding.
FANTA-2/Tanzania works to improve nutrition policies, strategies, capacity building and service delivery through technical support to the U.S Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO partners. Focus areas for technical assistance are maternal and child health and nutrition, HIV, food security and livelihoods strengthening. The FANTA-2 Project is a 5-year (2008-2013) Cooperative Agreement funded by USAID.
Position Summary
The Nutrition and HIV Project Officer III will provide technical assistance to strengthen the integration of food and nutrition activities into the national HIV response. With PEPER support, FANTA-2/Tanzania is integrating
routine nutrition actions into the national HIV programmer at clinic and community levels. The Ministry of Health and Social Work (Mo HSW) through the National AIDS Control Program (NACP) and the Tanzania Food and Nutrition Centre (TFNC) have requested FANTA-2 technical assistance to help scale up the integration of nutrition assessment, counseling and support (NACS) into health care services to manage malnutrition; strengthen referral to therapeutic food supports for clinically malnourished clients; and link clients to community-based food security, economic strengthening and livelihood activities to mitigate the impact of HIV on nutrition and food security. ANTA-2 works closely with the Mo
HSW, NACP, TFNC, COUNSENUTH, PEPFAR Implementing Partners (IPs), health and nutrition development partners, regional and district health management teams, LGA and community groups to provide technical assistance in ART, PMTCT, most vulnerable children (MVC) care and home-based care (HBC). FANTA-2 is finalizing an integrated set of guidelines and practical tool to accomplish this.
Responsibilities
Support the national NACs scale-up and integration into routine national HIV care and treatment services.
Work closely with the Nutrition and HIV Specialist to support relationships between FANTA-2 and the Mo HSW, DSW, NACP, TACAIDS and PMORALG and communicate regularly with these partners on FANTA-2 technical assistance.
Work closely with PEPFAR-funded Service Provision IPs; regularly participate in URT/USG inter-agency technical meetings on ART, PMTCT, MVC and HBC and prepare written and oral reports on FANTA-2 activities to present in these meetings.
Liaise regularly with UN and other international and bilateral partners to ensure coordination of FANTA-2 activities and related activities.
Supervise FANTA-2 sub-agreements with TFNC and COUNSENUTH. Provide regular technical and on FANTA-2 activities to present in these meetings.

Supervise FANTA-2 sub-agreements with TFNC and COUNSENUTH, provide regular technical and management support to ensure adherence to timelines and deliverables and contribute to writing and budgeting Task Orders.
Support the Mo HSW, NACP and IPs to develop an integrated set on NACS guidelines, training materials, job aids and client education materials for clinical and community settings.
Coordinate national NACS training and training agreements with partners.
Conduct NACS training and sensitization seminars for facility- and community-based service providers, IP program managers, CHMTs, NACP, TACAIDS, DSW and national MVC QI and HBC trainers.
Contribute to FANTA-2. USAID and PEPFAR COP work planning and reporting as needed.
Identify and manage short-term technical consultants, including developing scopes of work, managing activities and reviewing and finalizing deliverables.

Qualifications
Advanced degree in public health, medicine or nutrition and 10 years of experience.
Minimum 5 years experience in HIV/AIDS care and treatment program design, implementation and M&E
Experience working with Mo HSW, NACP, TACAIDS
In –depth knowledge of PEPFAR- funded HIV/AIDS programs and experience working closely with HIV/AIDS IPs
Technical expertise on HIV/AIDS- related care and treatment demonstrated in publications, training materials, conference presentations or other documents.
Proven ability to write technical documents and give state of the art presentations on HIV/AIDS care and treatment and other technical topics for policy makers, program managers and service providers.
Proven ability to facilitate stakeholder consensus building to develop standards, guidelines and technical materials.
Proven ability to transform technical information into practical guidance and tools
Experience training/mentoring in clinical disciplines, management of malnutrition, palliative care, home-based care and/or MVC care Experience improving linkages and synergies across clinical services to community services a plus
Strong program management skills, including work plan development and reporting
Experience with USAID funded projects Excellent interpersonal and organizational skills Fluency in written and spoken English.
