The Government of the United Republic of Tanzania is executing the Tanzania Intermodal and Rail Development Project (TIRP) funded by the International Development Association (IDA).
The project is being implemented by Reli Assets Holding Company Ltd (RAHCO) on behalf of the Government of Tanzania. The proposed project is aiming to strengthen logistic capacity and develop intermodal container operations along the Oar es Salaam - Isaka Corridor on the central railway network. The main elements that have been identified as being critical to improve train operations are: (a) capacity and reliability of railway infrastructure, (b) availability and reliability of rolling stock, (c) strengthening of logistic chains at rail-port interfaces, (d) well-defined organizational structure and institutional responsibilities. Managing Director of RAHCO invites qualified candidates to fill the following positions in respect of the implementation of TIRP: Candidates should be Tanzanians, results oriented performance and of high ethical standards.
1. Procurement Officer (Services Contracts) - 1 Position
To work in the Procurement Management Unit (PMU) in the implementation of TIRP. The incumbent will be specifically responsible for procurement matters on Service Contracts under TIRP, plus other duties relevant to the Project as may be assigned by the employer.
Reports to: Head of Procurement Management Unit
Terms of Engagement: 1 year contract, renewable.
Key Qualifications and Experience
• Bachelor's Degree in Materials Management Procurement and Supplies Management OR Engineering. Certified Procurement and Supplies Professional (CPSP) and Registration with PSPTB at Approved Category or above.
• Minimum of four years cumulative working experience in a reputable organisation.
• Minimum of three years working experience working in procurement with donor-funded projects and Public Procurement Act and its Regulations. Computer Literacy.
• Analytical skills, creativity, interpersonal skills, fluent in both spoken and written English and Swahili as well as good report-writing skills.
• High sense of integrity, honesty, morality, impartiality and loyalty.
Key Duties and Responsibilities
• Coordinates with user departments on the preparation of project procurement plan as well as ensuring that its implementation is in line with approved Project annual budget.
• Prepares bid documents and contract documents for the procurement of Services as per relevant regulations.
• Ensures timely preparation of monthly progress reports for implementation of project contracts.
• Ensures timely preparation of minutes of Tender Board meetings and Tender openings.
• Raises purchase orders when required approvals have been given.
• Follows-up with contractors, suppliers and other service providers on purchases of goods and services to ensure their timely delivery in accordance with the terms of contracts.
• Provides inputs to tender evaluation and review of tender evaluation reports.
• Liaises with directorate of Finance to ensure that all pending payments are paid on time.
• Assists management and coordination of approved contracts in liaison with Project Engineers.
• Maintains registers of full set of procurement documentation by supervision 'project-wise
