Plan has been working in Tanzania since 1991, supporting children and communities to gain better access to health, education, water, sanitation and hygiene, livelihoods and protection.

Plan International Tanzania now invites applications from suitable, qualified and experienced persons to fill the positions listed below to support our response to the Burundi Refugees in the new camps Kibondo (Nduta & Mtendeli). These positions are contingent upon approval of funds by the donor.
  1. FINANCE AND ADMIN OFFICER
Job purpose and summary: Plan International will implement a new programming in Nduta and Mtendeli camps – Kibondo District – Kigoma Region to provide an improved access to protection services, essential items, life-skills training, income generating activities, sensitizations and recreational activities for Burundi refugee youths in Nduta and Mtendeli camps via the youth centers.
The Finance & Admin Officer is responsible for providing the quality financial and administrative management necessary to support an effective humanitarian operation.
Skills required:
  • Analytical and problem solving skills
  • Excellent communication skills appropriate to the audience
  • Proficient Computer skills and use of relevant accounting packages
  • Ability to work under harsh condition
  • Ability to work under multidisciplinary and multicultural environment
  • Good English language skills(oral /written )

Qualifications and experience
  • In-depth knowledge of the Finance and accounting   preferably in Non-profit making organisation
  • A degree in Accounting or equivalent qualification
  • CPA will be an added advantage
  1. PYSCHOLOGIST
Job purpose & summary: Plan International will implement a new programming in Nduta and Mtendeli camps – Kibondo District – Kigoma Region to engage youth and empowerment them through life-skills training, provision of necessary livelihood inputs/trainings and skills.
The Psychologist will support the quality implementation of the Mental health and Psychosocial Wellbeing program in the frame of Plan emergency response in

Key Responsibilities of Position:
•Provide mental health services and specialized psychosocial support (as needed) to affected children and young people in all Plan’s activities.
•Undertake assessments of mental health and psychological needs, risk assessment and psychometric testing, if needed.
•Offer continuous technical support to staff implementing psychosocial support activities in Child Friendly Spaces and Youth Centres.
•Work in close collaboration with the Case Management and other coordinators to ensure that the psychosocial well-being of children and young people are addressed.
•Helping social workers and the beneficiaries’ family to understand the individual’s psychosocial status and the influence it has on his recovering process, and follow up on the cases.
•Support team in addressing the special needs of beneficiaries that face psychological impacts and the consequences it has on their family life and community.
•Responsible for insuring the provision of individual and group counselling/discussion for beneficiaries and caregivers in order to facilitate also his/her community integration.
•Facilitate trainings for social workers and other relevant staff on psychosocial support. Psychological first aid, and effectively communicating with children and youth in stress.
•Develop and update work plan for the implementation of MHPSS activities.
•Develop and put in place the necessary tools to evaluate the outcomes of Psychosocial support interventions.
•Writing reports and record keeping of all information regarding activities (data, weekly reports, monthly reports), respecting quality standards.
•Collaborate with key agencies, local authorities and organizations for the provision of MHPSS activites

Qualifications and experience
  • Hold Master degree in psychology, or equivalent
  • Minimum 3 years’ experience in related field –
  • Demonstrate good understanding of mental health and psychosocial support practices in a similar position.
  • Experience with refugees will be an added advantage
  • Interpersonal and psychotherapeutic skills
  • Patience and stress management
  • Good knowledge of computer applications
  • Good training abilities
  • Capacity to work under pressure
  1. PROJECT COORDINATOR – ECHO PROJECT
Job purpose & summary: Plan International will implement a new programming in Nduta and Mtendeli camps – Kibondo District – Kigoma Region to engage youth and empowerment them through life-skills training, provision of necessary livelihood inputs/trainings and skills.
To coordinate and ensure the effective implementation of the ECHO project, the project coordinator will:
        Oversee the activities in Nduta and Mtendeli camps
        Ensure that the project is implemented according to the agreed work-plan, project logframe and within budget limits.
        Ensure compliance with donor and organization requirements, including the child protection policy and the code of conduct for Plan International staff and all its associated partners (local NGOs, consultants, incentive workers, etc.)
        Assist the MEAL officer and manager to establish and maintain monitoring and evaluation system in accordance with donor requirements.
Identify needs and strengthen the capacities of staff, partners and local authorities in key areas of the program.

Dimensions of Role:
  • Directly reports to ERM
  • Responsible for the budget of the project with the supervision of the CPiE PSS
                                           
Typical Responsibilities - Key End Results of Position:

Project coordination:
        Ensure and oversee the weekly, monthly and quarterly activities’ planning by component
        Work with the CPiE Specialist/PSS to oversee the management of the grant, including timely implementation of planned activities and the appropriate expenditure of funds.

        Work with the finance and administration / logistics / security teams to ensure that project activities and reports are implemented in a timely manner and in accordance with the project logical framework and Plan International and Donors procedures.
        Design and transfer a monthly forecast to the CPiE Specialist/PSS and logistics team to ensure the regular and timely implementation of the activities in the field
        Prepare weekly and monthly narrative reports in time and without delay.
        Prepare regular reports on budgets and expenditures together with finances, keeping track of spending and to propose corrective measures if necessary.
        Oversee the database and ensure it is updated regularly and appropriately.
        Coordinate and supervise the project team in Kibondo and implementation of activities in the field
        Organize and host a weekly program staff meeting
        Ensure proper coordination with other agencies and NGOs
        Liaise between the organization and the local authorities in the areas of Project Interventions
        Enlist the support of the government, NGOs, and community stakeholders.
Capacity building and training:
        Identify needs and design a capacity building program in key areas such as child protection, child rights, monitoring and evaluation in accordance with the requirements of donors
        Provide trainings to Plan and partners’ staff, incentive workers and volunteers and main stakeholders.
        Ensure that the Plan International child protection policy is respected by project staff and by the incentive workers.
Monitoring and evaluation:
        Identify the weaknesses of project activities and propose solutions to strengthen
        Write a monthly report according to the model defined with the MEAL officer and manager, including additional charts and diagrams
        Conduct a baseline study
        Assist the MEAL officer and manager to develop a monitoring and evaluation plan in line with the Donor reporting requirements.
        Assist the MEAL officer and manager to facilitate internal and external evaluations of the project, the use of these opportunities and to encourage the realization of documents, challenges and learning opportunities.
        Preparation of weekly and monthly reports.

Compliance
        Ensure compliance with the Donor and Plan International rules and regulations in all areas including financial management, record keeping, procurement, etc.
        Comply with Plan International policies and procedures
        Ensure that receipts and supporting documents are provided to the Finance Officer in Kibondo, in accordance with the Donor and Plan International requirements.
Community participation
·         Ensure the direct involvement of communities in the implementation of project activities
·         To ensure the representativeness of Plan International in the project intervention areas
Program development
        Participate in field assessments.
        Promotes and abides by internal policies and procedures including but not limited to:  Child Protection Policy, Code of Conduct and mandatory reporting responsibility.
Dealing with Problems:
Resolves problems within established frameworks and through the interpretation of procedures; support is available from more experienced role holders and solutions can be readily checked for accuracy.  The post holder needs to be creative and innovative to come up with workable recommendations in the face of a dynamic environment. The holder regularly has to work with external teams and ensure that internal procedures and policies are observed during the process.
Communications and Working Relationships:
·         All Program staff under ECHO Project, other donor funded grants, partners and Government Staff
·         Finance, Admin, ICT and HR staff as appropriate
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Skills
        Strong verbal and written communication skills in English
        Working knowledge of Kirundi (desirable)
        Ability to build and foster collaborative working relationships with diverse stakeholders including project staff, partner staff, local government representatives
        Ability to monitor project results and expenditures against work plans
        Editing and report writing skills
        Strong facilitation and training skills to supervise the work of the staff involved in this programming
        Strong People Leadership skills: teambuilding, coaching & mentoring of staf
Qualifications and Experience
        At least 4 years of experience coordinating emergency projects within an International NGO
        Professional experience interacting with partners and achieving project outcomes accordingly
        A bachelor degree in relevant areas  such as social science/ development studies or  equivalent work experience;
Physical Environment and Demands:
Typical office environment with frequent visit to the refugee camps
Level of Contact with Children:
·         High level contact, the post hold will require working with children in the refugees camps.

  1. SOCIAL WORKER - 3
Job purpose and summary: Plan International will implement a new programming in Nduta and Mtendeli camps – Kibondo District – Kigoma Region to provide an improved access to protection services, essential items, life-skills training, income generating activities, sensitizations and recreational activities for Burundi refugee youths in Nduta and Mtendeli camps via the youth centers. The purpose of the job is to coordinate and ensure the effective implementation of this component of the projects, The Social worker ensures children’s facing significant personal adversity improves their well-being and social engagement by working closely with youth.
Skills required:
  • Participatory planning and monitoring, Understanding of emergencies with basic technical knowledge of child protection, WASH and EiE
  • Proficient in team building and community work
  • Use a rights-based approach in child protection
  • Good written and oral communication skills in English and Swahili.  Knowledge of French and Kirundi is desirable
  • Community mobilization, problem solving skills and interpersonal skills
  • Ability to work in a multidisciplinary and multicultural environment
  • Proficient in computer skills and ability to work under stress and in stressful environments
Qualifications and experience
  • Degree in sociology, psychology, social work or related field International Development, Social Science or related field or significant relevant work experience
  • At least 2 year’s working experience in a similar role with a good awareness of current issues in the field of development, emergencies and familiarity with children’s issues in particular
  • Experience in facilitating the implementation and monitoring of community managed projects with an NGO environment and computer literate.
CHILD PROTECTION
Plan International Tanzania is a child centered organization. Protecting the rights of the children is of paramount interest to us. Subsequently, all short listed candidates will undergo a police vetting check for criminal offences particularly relating to any type of child abuse. The successful candidate will be required to sign and adhere to the Plan Tanzania child protection policy.
REMUNERATION
The above positions carry attractive remuneration as per Plan International Tanzania salary structure and incentive package.
