The Government of the United Republic of Tanzania is executing the Tanzania Intermodal and Rail Development Project (TIRP) funded by the International Development Association (IDA).
The project is being implemented by Reli Assets Holding Company Ltd (RAHCO) on behalf of the Government of Tanzania. The proposed project is aiming to strengthen logistic capacity and develop intermodal container operations along the Oar es Salaam - Isaka Corridor on the central railway network. The main elements that have been identified as being critical to improve train operations are: (a) capacity and reliability of railway infrastructure, (b) availability and reliability of rolling stock, (c) strengthening of logistic chains at rail-port interfaces, (d) well-defined organizational structure and institutional responsibilities. Environmental And Social Issues Assessment (ESIA) Officer 1 - Position
To work in the Technical Services Directorate primarily in the implementation of TIRP. The incumbent will be responsible for the management of environmental and social issues for the entire railway domain throughout the central railway network, plus other duties relevant to the Project as may be assigned by the employer.
Reports to: Director, Technical Services
Terms of Engagement: 1 year contract, renewable
Key Qualifications and Experience
• Bachelor's degree in Environmental Science or Engineering from a recognised institution.
• Minimum of three years working experience in a reputable organisation Preferably Donor Funded Projects.
• Computer literacy.
• Analytical skills, creativity, interpersonal skills, fluent in both spoken and-written English and Swahili as well as good in report writing skills.
• High sense of integrity, honesty, morality, impartiality and loyalty.
Key Duties and Responsibilities
• Monitor implementation of ESIA and RPF, and associated EIAs, EMPs and RAPs.
• Ensure that environmental and social considerations outlined in ESIA and RPF are well integrated into all project operations.
• Conduct site visits to locations identified for proposed works in order to assess how environmental and social issues are being addressed and specific mitigation measures to alleviate or minimize impacts.
• Collaborate with project staff and consultants and World Bank staff throughout project implementation and ensure coordination between implementation of ESIA and RPF.
• Prepare semi-annual reports on the status of environmental and social aspects of all sub-project investments under implementation.
• Compliance with Tanzania legislation and World Bank safeguards policies.
• To coordinate all ESIA issues on all projects that are in compliance with NEMC Tanzania. be instructed by supervisors.
