Position Description:
Project HOPE is seeking a long term, full-time Monitoring and Evaluation Specialist (M&ES) to provide technical support on this anticipated 5-year initiative. This position will be based out of Maputo Mozambique for the duration of the contract period.
Introduction:
Project HOPE is recruiting for our proposal to USAID/Mozambique’s recently issued RFP titled “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ). RFP Background:
The main goal of the USAID/Mozambique’s “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ) activity is to improve the health, nutritional status and well-being of the Orphans and Vulnerable Children (OVC) living in PEPFAR defined priority districts for epidemic control. The overall objective is to strengthen the capacity of families and communities to care for and protect the children within their care. This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on one of the most vulnerable populations in Mozambique. The activity will take a family-centered approach and offer a set of interventions that will: strengthen families and communities to help OVC, and build resilience; and create a fostering environment for a healthy physical, social and emotional development, ensuring that children are healthy, educated, and prepared to contribute to Mozambique’s development.
Responsibilities:
The M&ES is responsible for all monitoring, evaluation and reporting activities under the award. The M&ES leads the development of and manages the Monitoring and Evaluation Plan (M&E Plan). The M&ES develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. She/he conducts supportive supervisory visits to sub-grantees to observe, monitor, guide, and provide feedback on the use of data and indicators; analyze monthly data, and support training of M&E personnel in quality assurance methods.
Required Qualifications:
- Master’s degree in a public health field, social science, economics, or relevant discipline. Significant study in fields relevant to OVC/HIV care and support project, international development and/or program monitoring and evaluation;
- Strong background or formal training in evaluating international development programs such as but not limited to, Social Protection, OVC, Family Planning and Reproductive Health and HIV/AIDS;
- At least 5 years of experience related to monitoring, evaluating and reporting on programs related to OVC, HIV Care and Support or international development in developing countries;
- Demonstrated statistical analysis skills and use of relevant software; and
- Fluency in English and Portuguese.
Preferred Qualifications
- Experience in design and implementation of M&E systems in the OVC and HIV/AIDS programs in Africa; and
- Demonstrated knowledge of host country management information systems.
