Reporting
directly to the Plant Manager, the HSE Manager will be responsible for
the implementation of HSE policies, procedures and practices associated
to relevant standards, legislation and compliant with the PPA
agreement. The position holder will need to possess a full understanding
of the potential Health Safety and Environmental problems that are
associated to a gas turbine power plant and pipe lines and be capable of
communicating solutions to a broad stakeholder base, convincing people
to change their methods and behaviour through education where necessary.
The nature of this role will require the post holder to be self starter with high levels of focused drive and energy who can communicate effectively to change behaviour and facilitate the achievement of shared understandings.

The HSE Manager is expected to:
- Directs the resources and activities of the Company to support its HSE programs by providing advice and guidance to the Company’s Senior Management
- Develops and implements HSE managements systems, processes, and procedures that improve business operations in accordance with ISO 9001, ISO 14001, and OHSAS 18001.
- Develop and Monitor HSE management plans and programs based upon the company’s goals, the laws and regulations of Tanzania and the terms and conditions within the Project Environmental Impact Assessment (EIA) and Songas Environmental and Social Management Plan (ESMP).
- Periodically review legal compliance and ensure conformance with, as a minimum:
- Local legislation
- Globeleq’s HSE monitoring & reporting and emergency response procedures.
- International Finance Corporations Performance Standards on Environmental and Social Sustainability
- Ensure Company Health, Safety, and Environmental policies and procedures are continuously reviewed and the changes are communicated to workforce.
- Communicates information on the Company’s HSE Management System and performance throughout the organization
- Promotes HSE awareness and provides HSE training to Employees.
- Supports the Company on HSE matters as the primary point of contact
- Responsible for the preparation and maintenance of all HSE records and reports.
- Develops and facilitates HSE risk assessments (e.g. HAZID, ENVID, safety cases).
- Development and promotion of best practice HSE policy ad practices throughout all activities of the power plant.
- Lead and motivate the workforce to comply with HSE plociy by setting appropriate people and plant related performance measures.
- Coordinates and executes HSE inspections, and internal, sub-contractor, and third party audits.
- Conducts HSE investigations and analyses of incidents, and reports the findings to Senior Management
- Responsible for the staffing and managing the HSE Department
- Responsible for the development of an annual HSE budget and its implementation.
- Actively manage safety meetings across Company to review HSE performance and policies
- Develop, coordinate and implement the Company’s emergency procedures and crisis management plans
- Coordinate information and activities with the National Environment Management Council (NEMC), HSE wings within TANESCO and TPDC.
- Establish and maintain effective communications with MEM and any other governmental entities such as TANROADS, Ministry of Natural Resources and Tourism, Ministry of Agriculture.
- Establish and maintain effective communications with the Company’s stakeholders including the World Bank, European Investment Bank and its investors.
- B.A. or BSc. in environmental science, engineering or equivalent.
- Engineering Degree with NEBOSH Diploma and minimum of ten (10) years experience, and
- Knowledge of Tanzanian Laws, regulations and standards.
- Knowledge of International Development Agency (IDA) guidelines.
- Knowledge of, and have exposure to HSE Management Systems within an industrial setting.
- Knowledgeable of HSE MS implementation and performance measurement in accordance with ISO standards, TQM and ISRS.
- Good oral and written communication skills both in English and Swahili are necessary.
- Thorough Knowledge in implementation of ISO 14001 & OHSAS 18001.
- Ability to work and communicate with multi cultural and multi disciplinary staff,
