Job Description | Tasks: • Support the Regional Team Leader and Technical Lead Specialists in facilitating, coordinating and supporting key stakeholders to improve planning of education at the community, school, District and Regional levels, with an emphasis on planning for results, based on strengthening and effective implementation of the decentralised systems developed under PMO-RALG • Support initial and periodic ‘road map’ and ‘outcome mapping’ activities to analyse and evaluate community, school, District functions and to plan and manage beneficial changes in the conduct of these functions • Support to the strengthening of system and HR capacity in planning, budgeting, reporting and accounting, resource management, procurement, investment management, monitoring and evaluation, effective use of EMIS and strategic planning for more equitable and effective planning and budgeting • Support the development of capacity building activities of community, school and District education managers in the areas of school improvement, education governance, management systems, data management and use, effective use of funds, educational planning, budgeting, organisational performance • Support development of good governance through strengthening practices in accountability, transparency and resource management for service delivery • Support to strengthening the capacity of WECs, DEOs and REOs and others involved to supervise, monitor, evaluate and report on service provision in an integrated way • Improve communications and the use of information for accountability, management and strategic planning purposes |
Candidate Specification | Knowledge, essential competencies, skills and qualifications: • Degree in education-related subject, public policy, economics or other related subject • Knowledge of public system planning and budgeting approaches across all levels of governance, with focus on the education sector • Extensive experience of designing capacity building of systems and public servants • Extensive experience of the Tanzanian public sector, including the education system APPLY |
