General Overview
Collecting and recording information (data) for programme monitoring is an important responsibility for Health Care Workers. The PMTCT programme uses standard Patient Management Monitoring Tools to track patients within RCH such as the Mothers Health Cards, the HIV-Exposed Infant Card, the CTC1and CTC2 cards, the Child Health Cards, the PMTCT Mother Child follow-up registers, the ART register, the MTUHA registers and monthly/quarterly summary reporting forms to collect and document PMTCTmonitoring information.
The overall goal of the WRP/HJFMRI project is to ensure people living with HIV/AIDS (PLHA) and their families experience improved health and wellbeing and Strategic information is effectively utilized by facility and district level staff for continuous quality improvement, monitoring and evaluation of HIV/AIDS Care and treatment services in Mbeya, Rukwa, Katavi and Ruvuma Region.
Purpose:
The objective is to ensure health facilities provide PMTCT option B+ services are able to effectively use the routinely information collected for patient management monitoring system to improve the accuracy of data reported of PMTCT and paediatric care and treatment at all levels.
To ensure PMTCT sites, are able to effectively use the routinely information collected for patient management monitoring system from various system including CTC2 Card ,Pre ART and ART Registers to improve the accuracy on the data reported.
Ensuring strategic information is effectively utilized by CHMTs , RHMT and facility level for continuous quality improvement, monitoring and evaluation of HIV/AIDS Patients on Care and treatment program
Duties & Responsibilities
The Regional Strategic Information Associate, PMTCT program will be responsible for;
Overall coordinate strategic information, monitoring and evaluation performance reporting in the regional level.
To train field staff and monitor data collection and recording through the use of PMTCT tools to recordPMTCT service provision and to make sure the PMTCT monthly and quarterly reports are comprehensive, clean and valid,
To supervise centralized and onsite training activities at the district and regional level as directed by the Monitoring and Evaluation Director.
The Regional SI associates will strength the established data flow and patient’s management monitoring system in place through
strength data documentation with focusing efforts on data credibility and data use activities, including provide onsite supportive supervision on data collection, data recording and data reporting processes in collaboration with Regional and Council Health Management Team as part of capacity building at district level to ensure health facility staff are skilled in comprehensive data management aspect.
The Regional SI Associate PMTCT will be responsible in providing support to the National effort which aims at calling up comprehensive PMTCT option B+ and EID services in the Southern Highland. S/he will support implementation of PMTCT Option B+ and Reproductive Child health (RCH) activities including Early Infant Diagnosis (EID) services in respective districts and Facility Setup within MbeyaRegion in collaboration with RHMT and CHMT.
The SI associates will provide technical assistance in following key areas HMIS, Data Use, M&E andDQA activities in ensure production of high quality ANC,L&D and RCH monthly reports.
Option B± Through district approach with concentration on facility setup centered intervention the Regional SI Associate, PMTCT
Program will perform the following activities:
Supervising PMTCT services at district and regional in the preparation of monthly technical reports including monitoring and evaluation activities
Coordinate collection of accurate data collecting, preparing, analyzing and discussing PMTCT monthly reports from the district and regional level on monthly basis on all required PMTCT option B+ indicators
Distribute and orient ANC and RCH staff on data management tools in place for PMTCT option B+
Develop and improve the system of data collection ,documentation, recording and reporting and ensure tools for data management are in place and being used effectively [PMTCT Tools (ANC,L&D,MCH),Counseling and Testing Tools, HMIS (MTUHA 2,MTUHA 6)] Conduct data quality assessments and supportive supervision include provide feedback on data quality issues at district and regional level
Responsible to ensure that Mother and Child follow- up, ART and HMIS reports are accurate and are compiled and submitted to RMO office through the Regional Reproductive and Child Health Coordinator (RRCHCo)
Prepare and monitor implementation of regional monthly and quarterly ART/Option B plus/EID work plans in the health facilities
Review, monitor and measure the implementation of PMTCT services against targets and submit periodic reports to key stakeholders in line with WRP/HJFMRI PMTCT program objectives
Capacitate PMTCT data management team at district level on data processing and report generation through supervision of data entry, data analysis, dissemination and reporting.
Supporting Medical Partners
With the M& E team, plan for and conduct monitoring activities and ensure accurate and timely reporting submission in particular:
Compile, analyze, and present data for the reporting of HIV/AIDS program progress, impact and quality assurance.
With the RRCHCo and DRCHCo capture lessons learned and best practices, document and disseminate information, assist the district and region with developing presentations, abstracts, articles and SOP etc.
Support of Outreach partners
Ensure standard data collection tools and reporting tools are used by all outreach partners in the district level.
Train and build capacity of staff from outreach partners to monitor and evaluate M&E activities to inform future program planning, Organize and conduct periodic meetings with agencies, partners and stakeholders to discuss achievements, challenges and lessons learnt
Qualifications and experience:
Bachelor degree preferably in Public Health, Information Technology , Data Management, Health Sciences, Epidemiology, Statistics.
Excellent written arid oral communication skills in English and Swahili with proven ability to document and art~late results. Minimum of 2 years in the field of Monitoring and evaluation focused on supporting HIV/AIDS /PEPFAR activities.
Knowledge of USAID and PEPFAR policies and guidance. Ability to work effectively under pressure and has a good understanding of the health systems.
