Position Description:
Introduction
RAHCO was established under Section 5 of Railway Act No.4 of 2002. The Company was established following the Concession of the Tanzania Railways Corporation (TRC) to a new railway operator.
The main roles and functions of RAHCO are inter alia, to acquire by operations of the Act or otherwise the rail transport functions of the Tanzania Railways Corporation (TRC) and such of its property, including choses-in - action, rights and liabilities transferred to, to assume the provision of, or to provide rail infrastructure on behalf of the Government, to develop, promote and to manage the rail infrastructure assets and to enter into agreements with other persons in order to secure the provision of rail transport services, whether by means of concession, joint venture: public-private partnership or other means.
The Managing Director of RAHCO invites suitable applications to fill a vacant post of Senior Planning and Investment Manager. Candidates should be Tanzanian, self motivated, dynamic, result oriented performers and of high ethical standards.

Job Summary:
The overall responsibility involves management of the strategic and corporate planning process within RAHCO to ensure that the organization operates and grows, as a commercially viable entity, carrying out its role as landlord of railway infrastructure assets as well as identifying and pursuing commercial opportunities, related to the development and use of railway infrastructure and assets.
Principal Functions:
-Manage the Corporate Planning process
-Monitor accomplishment of Targets, Tasks and Activities adopted in the Corporate Plan and ensure budgetary requirements and targets are attained.
-Ensure the accomplishment of tasks and activities in accordance with agreed milestones.
-Ensure timely submission of information and reports for the Government MTEF planning, monitoring and review process
-Identify and develop commercial opportunities on an ongoing basis.
-Carry out feasibility studies, project design, evaluation and management of Investment Projects
-Ensure maximization of returns on RAHCO investment in accordance with RAHCO regulations and procedures
-Conduct any other duties as may be assigned by the supervisor.
Key Qualifications and Experience:
-Professional qualifications, to a first degree level in economics, commerce and / or transport planning and management
-A Postgraduate Degree in Economics / Finance / or Business Administration will be an added advantage
-Minimum of eight years of relevant experience, particularly in planning and business management roles, involving complex problem solving and decision making. Demonstrated capacity to develop, implement and manage projects within an organization
-Demonstrated ability to identify and pursue commercial opportunities as identified Experience with Government MTEF planning, monitoring and review process Ability to successfully negotiate at senior government level
-Verbal, listening and written communications skills in English and Kiswahili sufficient to communicate effectively with executive management staff. professional colleagues and contacts in potential partner organizations
Additional Skills:
-Demonstrated business acumen
-Detailed local and international knowledge and understanding of continuous improvement and best practice within the roll sub sector
-Experience with, or exposure to the transport and communications industry investment practices.
-Age Limit:Not above 45 years.
