John Snow, Inc. (JSI), a US-based
technical assistance firm, is implementing various public health-related projects
in Tanzania aimed at strengthening the Ministry of Health and Social Welfare’s
(MOHSW) service delivery, with funding from United States Government through
USAID, CDC and other US agencies represented in Tanzania.
The Supply Chain Management System (SCMS),
MCHIP and USAID|DELIVER PROJECT are implemented under United States Agent for
International Development (USAID) contracts through funding from United States
of America government (USG). These projects managed in Tanzania by John Snow,
Inc. (JSI) provides quality medicines, strengthens and establishes secure,
reliable, cost-effective, and sustainable supply chains, capable of meeting the
prevention, care and treatment needs of people of Tanzania including those
living with and affected by HIV and AIDS.
JSI Tanzania field office seeks to employ a dynamic
and self oriented person to work as Laboratory Logistics Advisor under the
guidance of Director of Demand Planning Management, the position will be based
in our country office in Dar es Salaam.

OVERALL
RESPONSIBILITIES:
To
provide technical support to the SCMS and USAID/deliver project through
forecasting and monitoring availability of JSI managed commodities in Tanzania.
SPECIFIC
RESPONSIBILITIES:
May
include, but are not limited to the following:
§
Collaborate
with key partners to promote, inform and build support for HIV/AIDS related
commodities, malaria commodities, Family Planning and Safe motherhood
commodities logistics interventions.
§
Provide
technical assistance, in collaboration with other JSI/Tanzania and US staff, to
in-country partners in the following areas, with a specific focus on commodity
availability through:

Analyzing
the constraints to improved product availability in the policy, regulatory, and
health systems environment.
-
Analyzing
the supply chain implications of product selection decisions.
-
Forecasting
and Supply planning of commodity needs.
-
Conduct
annual quantification and biannual
quantification review of program`s commodities
-
Estimating
the cost of required commodities.
-
Coordinating
& conducting quarterly physical inventory of commodities managed by JSI at
MSD central and at the MSD zones
-
Assisting
partners in identifying financial resources to meet commodity and
Supply chain financing
needs.
-
Updating
Pipeline databases regularly, PipeLine analysis and monitoring in-country
supply levels.
-
Updating
supply plans in the PipeLine quarterly and submit the updated supply plan on
time
-
Designing
improved supply chain systems, processes and procedures.
-
Suggesting
packaging or supply chain modifications to improve patient and users adherence.
-
Spend
a considerable amount of time in the field, gathering data and addressing
logistics system problems.
-
Prepare
and present presentations when called upon.
-
Complete
and submit in a timely fashion written technical and trip reports.
§
Work
with other JSI/Tanzania staff to develop and implement a strategic plan for
managed commodities and logistics system interventions, including developing
and advancing technical/quality standards, guidelines and tools related to
projects and country work.
§
Participating
in preparation of Quarterly Cash flow projection.
§
Conduct
logistics training workshops and on-the-job training as needed.
§
Submit
reconciled expense vouchers on a timely basis.
§
Represent
JSI/Tanzania and present pertinent HIV/AIDS, Malaria, Family planning and Safe
motherhood commodities clinical/technical issues and considerations at meetings
with donors, partners and collaborators.
§
Assist
in designing training and capacity building activities in logistic skills.
§
Provide
inputs to monthly bullets and quarterly report
§
Collaborating
with other cooperating agencies on other activities as required
§
Prepare
budget for program activities in advance
§
Participate
in the recruitment process for other technical staff, as needed.
§
Perform
other duties as may be assigned by the supervisor, Deputy Country Director PGC
and/or the Country Directors.

drugs, HIV test kits, Antimalarial &
MRDT, Contraceptive (Family Planning commodities) , Safe motherhood
commodities, laboratory reagents and
supplies, etc

Biannual
quantification reviews done on time.

Quarterly supply plans updates and submitted on time
·
Written reports for all supply plan updates,
pipeline analysis and quantification
reviews and other technical activities e.g. workshops etc
·
Inform
the management/ counterparts in a timely manner on expected/observed stock imbalances and keep updated information
on in country commodity availability.
·
Quality
technical presentations

Quarterly
work plans shared with the supervisor
·
Trip
reports after every field/international official visit
·
Participate
in other technical activities as assigned by the supervisor.
KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED
·
Higher
qualification in Laboratory technology, Pharmacy, Medical Doctor or other
Public Health professions with experience in HIV/AIDS and clinical laboratory services.
·
Experience
working with HIV/AIDS commodities and programs preferred.
·
Experience
in logistics/supply chain management and or public health commodities
management desirable.
·
Experience
working with the Government of Tanzania and other NGO’s preferred.
·
Excellent
written and verbal English.
·
Ability
to prepare and present information related to clinical laboratory services and
HIV/AIDS.
·
Ability
to work in a team to develop strategies and manage implementation of projects.
·
Ability
to work independently.
·
Previous
work experience with USAID-funded projects desirable.
·
Proficiency
in common computer packages (eg.Word, PowerPoint, Excel) relevant to the work.
·
Team
player.
·
Able
to travel for an extended period of time in country to support technical
activities.
·
Able
to travel internationally to attend trainings and conferences as needed
*The
Laboratory Logistics Advisor will work under the guidance of the Director of Demand
Planning Management or a designated Supervisor.

A
