Job description
Policy/strategy/management
level
o
Oversight
ANSAF agricultural environment and business sector work
o
Provide
leadership in the policy and budget as well as media & communication
departments and manage the teams of the 2 departments, including
volunteers/interns
o
Coordinate
the timely submission of mandatory annual and semi-annual reports to donors
and other partners
o
Maintain up-to-date knowledge of the most recent
trends and emerging advocacy and institutional issues that affect Tanzania
agriculture and business environment in general, and the poor producers in
particular;
o
Make
follow up on sector trends and produce statements
o
Liaise
with other stakeholders in the sector to increase leverage/ outreach for
advocacy initiatives to improve the agri-business environment
o
Ensure
the organization and conduct of roundtable sessions with MP, DP and
government officials on topical issues.
o
Inform
management on the status of advocacy initiatives regarding policy and budget
as well as on media and communication progress.
o
Closely
work with the M&E coordinator to ensure progress is made in departments
according to the plans.
o
Represent
ANSAF at high-level events, roundtables, conferences, etc.
o
Ensure
proper procurement of consultancies, regarding communication and publication
tools and equipment
o
Manage
various consultancies by overseeing the preparation tools and production of
reports to ensure quality outputs in line with ANSAF advocacy requirements
o
Ensure
M&E and tracking taking place during the implementation of the projects
Working
groups and members:
o
Support the Media and Communication as well as
the policy and budget officers in their facilitation of the working groups
and provide guidance on strategic issues
o
Ensure that the working groups are active and
contribute substantially to the advocacy work at national as well as local
level.
Documentation,
learning and dissemination:
o
Identify topics for roundtable with MP, DP and government
officials on topical issues, and ensure these events take place in a
professional way
o
Ensure documentation and dissemination of
initiatives of value chain and private sector development within Kilimo
Kwanza and DAPS.
o
Oversee
the quality of produced statements, press releases, topical position papers
and ensure production of key policies in an user friendly manner for grass
root level

Qualifications
and capacities:
Academic
requirements:
o
Master of Science in Agro-Economics, Business
analysis and related sectors
o
Supporting studies related to Policy and budget
analysis
Experience
o
5-7 years experience with Policy analysis in
agriculture related sectors
o
3 working experience in the agriculture sector
o
3 working experience with dealing with
government
o
3 working experience within the investment
environment
Competencies
o
Strategic
vision and insight in agricultural environment and business sector
o
Knowledge of government policy process regarding
the agricultural environment, private sector and value chain development
o
Knowledge
on economic and social trends in agricultural and business and implications for
different groups
o
Knowledge
on different value chains and stakeholder engagement
Skills:
o
Ability
to motivate Private Sector to participate in dialogues and to explore
opportunities to work with Small and Medium Enterprises and Small Holder
Farmers
o
Ability
to conduct agricultural business development / stakeholder analysis to assess
consequences of initiatives for Small and Medium Enterprises and Small Holder
Farmers
o
Ability/skills
in networking and mobilizing people around common focus (at national level)
o
Strong
Leadership skills of not less than 3 years
This is a contractual job for 1 year (renewable)
with Gross payment of 3.8 million.
