I. Background
The International Rescue Committee (IRC) seeks an experienced Youth Advisor to provide technical support for a proposed for a program to combat exploitive child labor among youth, age 14 through 18, in Africa. The project seeks to fund technical assistance project(s) to address exploitative child labor among vulnerable youth, by helping them develop marketable skills to secure decent work. The project will work to promote education and vocational training and decent work opportunities for those of appropriate work age. Project interventions must address the following areas: (a) enhance livelihoods for youth and their households, (b) support civic engagement by youth, and (c) encourage youth to take on leadership roles within their communities. This position is contingent on the IRC being awarded the cooperative agreement.
II. Responsibilities
The youth advisor will be responsible for
• Providing technical support, training and guidance on best practices to the proposed project as related to interventions promoting youth employment and participation;
• Ensuring the quality and relevance of the project’s activities to promote the sustainable reduction of child labor, safe and productive employment for young people of working age and the involvement of young people in community and national affairs within the target geographic areas;
• Supporting the establishment of or strengthening of targeted support and opportunities for youth, including non-formal education, technical vocational education, livelihood and microenterprise development opportunities and access to financial services;
• Working with the project team, including partner staff, and others to ensure that all interventions take into account the holistic needs and capabilities of youth and support their protection and development; • Working with private sector partners, as well as relevant ministries and officials, to provide youth with employment, entrepreneurship, financial service access and networking opportunities;
• Ensuring that in all interventions, there will be an explicit inclusion and expectation of promoting the active engagement of youth at all stages of the project cycle, and building leadership capacity and engagement in community and national forum.
III. Qualifications
• Individuals are required to hold a master’s degree in economics, education, international development, or other human development related field.
• Candidates should possess a minimum of three years progressive youth programming experience, including working with at-risk youth in especially challenging circumstances.
• Candidates must have a minimum of three years experience in projects promoting livelihoods interventions in developing countries.
• Candidates should have experience in the development of transitional, formal, and/or vocational education and training for young people and/or approaches to entrepreneurship education, microfranchising, apprenticeship skill building, and/or youth financial services, are a plus.
• Previous work experience in conducting and interpreting market surveys and designing and implementing monitoring and evaluation plans is highly desirable.
• Additional years of experience working with the private sector, ministries of labor, business associations, and trade unions or comparable entities is a plus.
• Experience in working on projects related to civil society development or youth leadership also a plus.
• Candidates should have strong writing and editorial skills, be able to work under pressure, and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.
• Experience managing USDOL-funded projects is a plus.
• Fluency of English is required.
