External Evaluation of the Information, Counseling and Legal Assistance Programme (ICLA), NRC DR Congo
Purpose of Evaluation The main purpose of the external evaluation is to provide an independent assessment of the ICLA programme in DRC applying selected criteria from NRC’s Evaluation Policy. The evaluation results will inform and influence the future work of the ICLA programme in DRC, and possibly other NRC ICLA programmes.
NRC is looking for an evaluation team covering the following qualifications: The evaluation team should be led by a person with competence in legal assistance and the protection of rights and international law, and who has worked with justice/customary law systems and the development of the rule of law in both a humanitarian and development context. This individual should have knowledge of/experience with both statutory and customary justice systems. Prior experience in the region is helpful. Fluency in spoken and written English and French is required. Prior evaluation experience and familiarity with the logical framework approach is required. The lead evaluator will be responsible for organising and/or conducting all field and research activities, and for writing the inception and final evaluation reports. Support staff should be hired for the duration of the evaluation to assist with document collection, scheduling, research, interpretation, and interviews as necessary. The composition of the team and all evaluation team members should be gender aware.
Duration: July to September 2013
- Desk review and drafting of inception report should be planned for July 2013
- Field visits should be planned for the month of August 2013
