The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP is committed to ensuring children, women and other vulnerable groups have access to appropriate nutrition. We are currently seeking to fill two positions of Nutrition Programme Officer P4, which will be based in our Country Office in Kinshasa, DR Congo and Regional Bureau in Nairobi, Kenya (for operations in Somalia). The Somalia position will later be moved to our Country Office in Mogadishu, Somalia, and require frequent travels for a prolonged period of time.
The Nutrition Programme Officer will report to the Head of Programme Design or the Head of Programme and the Country Director (or designate) and be responsible for the following key duties:
- Advise and support Country Office on the implementation of the Strategic Plan, HIV & TB Policy and Nutrition Policy, and specifically on scaling up nutrition and/or TB/HIV specific and sensitive programming through contributing to situation analyses, defining country level strategies, technical review of programme documents, and coordinated planning within WFP;
- Represent WFP’s mandate, comparative advantage, and approaches at national and interagency technical meetings and advocate for nutrition and/or TB/HIV specific interventions;
- Align WFP nutrition activities with national policies and programmes and promote coherence of nutrition approaches, in close coordination and collaboration with UN and other key stakeholders;
- Provide senior level technical support to strengthen national nutrition governance, including technical review of national policy frameworks development of strategic partnerships, and development and delivery of advocacy strategies;
- Help strengthen nutrition capacity among staff of WFP and its partners, including the government through initiating, planning and implementing capacity building activities;
- Provide senior level technical expertise with a specific focus on enhancing nutritional outcomes in the design, formulation, implementation and evaluation of operations;
- Ensure that programmes are compliant with WFP policies, criteria and procedures with regard to food and nutrition, including use of appropriate nutrition products, ration scales and that national and international standards, protocols and guidelines are respected and adhered to and implemented correctly;
- Provide technical and strategic support to update/develop the national standards, protocols and guidelines as required;
- Assist in identifying assessment, information, and knowledge needs, and where feasible coordinate, support, conduct and/or lead nutrition surveys, evaluations, needs assessments;
- Support monitoring and evaluation of programmes, with a focus on sound data collection, analysis, interpretation and documentation for programme management, and participate in major evaluation exercises, programme reviews and annual sector review meetings with key stakeholders;
- Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of nutrition risks and report on any action taken;
- Contribute to the exchange of knowledge, information, experience in nutrition, TB/HIV and AIDS programming and the development of an agency-wide application with evidence-based programme standards, guidance and tools;
- Contribute to the elaboration of fundraising strategies, proposals, donor reports, and other documents such as the Standard Project Reports, Blue Book and Project Briefs as required;
- Supervise staff including inputs into review of staff performance, day to day management and technical guidance;
- Perform other duties as required.
Qualifications & Experience Required Education:
- University degree, preferably at the advanced level, in Nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Food Security, Food Technology or other related fields.
Experience:
- At least eight years (three of which international) of postgraduate progressively responsible professional experience in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food assistance, with a strong preference for significant experience working in humanitarian and development nutrition programmes;
- Experience in planning and managing nutritional programmes for both prevention and treatment of undernutrition;
- Experience in programming of nutrition and food assistance in emergency, protracted relief and recovery and/or development contexts;
- Experience in delivering technical assistance, especially in developing country settings;
- Experience with different survey methods, data analysis and use for advocacy and programmes;
- Previous in-country/international working experience;
- Food security and multi-sector programme knowledge and experience are desirable.
Technical Skills & Knowledge:
- Strong knowledge of nutrition and recent developments in the field;
- Comprehensive knowledge of research methods and monitoring and evaluation standards;
- Understanding of donor policies, strategies, and programme priorities;
- In-depth knowledge of relevant field of specialization (nutrition, public health, development or other);
- Proficiency in MS Office (Word, Excel, Powerpoint, Outlook) and nutrition/public health software (i.e. EPI Info);
- General knowledge of UN system policies, rules, regulations and procedures governing administration is highly desirable;
- Familiarity with qualitative health/nutrition survey techniques is an added value.

- Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;

- Ability to gain the assistance and cooperation of others in a team endeavour through technical leadership in a broad range of operational areas;
- Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Language:
- Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages);
- Proficiency of French is required for the DR Congo position, while knowledge of Arabic is highly desirable for the Somalia position.
Terms and Conditions Selected candidates will be employed on a fixed-term contract with a probationary period of one year and eligible for the Rest and Recuperation (R&R) scheme (for duty stations in Kinshasa and Mogadishu).
