Project Background
The Commonwealth Fund for Technical Co-operation (CFTC) is supporting a project aimed at institutional strengthening of the Kenya School of Monetary Studies e-banking capability.
E-Banking has been identified as a strategy of enhancing banking services to poor communities in Kenya as part of implementing Vision 2030. The explosion of mobile banking through mobile money transfers such as Safaricom’s M-Pesa, AirTel’s Airtel money & Orange Kenya’s Orange money transfer systems & others, means that there is a need to develop the country’s capacity to deal with these new methods of banking. More so, none core banking institutions such as Telcos and system integrators have identified other enterprising opportunities which are enabling them to participate in this lucrative trade. This has necessitated an urgency to put in place a minimum operational standard which can maintain the regulatory role of the Central Bank of Kenya while encouraging innovation and creativity.
The KSMS is an autonomous public institution owned by the Central Bank of Kenya & the Ministry of Finance. The School was established in 1997 to address training needs of the banking sector in Kenya & improve performance & quality of service & standards in the financial sector. The project will introduce a framework for sound e-banking training & curriculum, guide the management on strategic & key issues on wider e-banking policies & practice, as well as lead collaboration with international financial management institutions abroad to share best practice.
It is expected that in the longer term this will lead to increased accessibility of e-banking services to all sectors of the Kenyan economy & a more robust financial regulatory regime on e-banking. The project will also contribute to strengthening monitoring & regulatory capacity of the Central Bank of Kenya on e-banking.
Project Purpose
The project goal of this intervention is improved e-banking skills within the Kenyan banking sector. With Kenya now being the world’s leading mobile money user, a need exists to both improve e-banking skills and awareness and also lay the foundation for further developments and enhancements in this field. In order to achieve this, the Commonwealth Secretariat together with the KSMS have identified the design and deployment of an e-Banking Master Systems plan for Kenya as a key activity of this project. It’s expected that this plan assist the Central Bank of Kenya in guiding future e-banking deployments.
Scope of Work
This consultancy constitutes designing and deployment of an e-Banking Master Systems Plan for the Kenyan Banking Sector whose key output is a documented guideline for e-banking implementations in Kenya over a 6-month period. A consultant is therefore sought to assist the e-Banking Advisor define an e-Banking Master Plan for the Kenya Banking sector. This should at a minimum cover the following scope and include consultations with key stakeholders such as:

- Kenya Banking Association
- Kenya Institute of Bankers
- Financial Report Centre
- Communications Commission of Kenya

Reporting
The Consultant(s) will be supervised by the e-Banking Advisor at the Kenya School of Monetary Studies, and will report to the Executive Director of the Kenya School of Monetary Studies in Nairobi and the Commonwealth Fund for Technical Cooperation Project Manager at the Commonwealth Secretariat in London. The Consultant(s) will also provide regular progress briefings to the Board of the Central Bank of Kenya.
Budget and Duration
The budget for this assignment is an all-inclusive fee in the region of £30,000 (includes all professional fees, airfares and subsistence allowance, and project-related expenses). The level of effort is 50 person days to be completed within a period of 6 months. The Consultant(s) will be resident in Nairobi for the duration of this assignment.
Technical proposal
Bidders (Entities and individual consultants) should demonstrate understanding of the terms of reference, work plan and the methodology to be adopted in the execution of the project. The CVs of all consultants to be used in the project should be attached.
Financial proposal
A detailed financial statement should also be attached to the technical proposal. It should state the level of effort of each consultant, where appropriate, including daily fees per consultant. The budget statement should provide a schedule and cost of travel, accommodation, subsistence and other costs related to the delivery of the project.
Qualifications and Experience
The Consultant(s) is/are expected to possess:-
- A degree in economics, international finance, banking or equivalent related field
- A minimum of 10 years’ experience in banking or finance, including knowledge of e-banking trends
- At least few years’ experience in banking regulation and supervision
- Knowledge of banking sector in developing and emerging countries
- Knowledge of the region an advantage
- Good communication skills & fluency in English
