GENERAL FUNCTION:
Internews is seeking a Senior Monitoring and Evaluation Officer for its current project in South Sudan. This position works alongside the M&E team to manage the design and implementation of monitoring and evaluation activities of Internews Network in South Sudan. The position is responsible for collecting, processing, archiving, and reporting data on program activities, including a wide range of radio programs aired on the Internews Community Radio Network .The Senior M&E Officer is also responsible for designing, implementing, analyzing data from, and presenting conclusions of audience research and evaluations designed to examine the impact of Internews’ work on radio listeners and local communities. It is expected that the M&E officer will contribute to the development of innovative ideas for strengthening the positive impact of the radio stations and its programmes on local communities. The position is based in Juba, South Sudan with frequent travel throughout South Sudan.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
• Implement all aspects of the performance and impact measurement for Internews in South Sudan, including collection and monitoring of all data, processing and verification;
• Implement and contribute to evaluation methodologies and measurement approaches;
• Conduct/manage the collections of qualitative and quantitative data per the approved work plan (including baseline surveys, audience feedback sessions, and national listenership surveys);
• Support management in the development of new strategies to improve radio programming on the network;
• Train station staff in effective and appropriate data collection, methodology and tools, mentor two Monitoring and Evaluation Officers based in Juba
• Implement and oversee special studies on an ad-hoc basis;
• Draft regular activity reports on the activities of the network for internal and external use;
• Present impact assessments at public meetings and/or meetings with government, donors and other interested parties;
• Design and implement PMPs for project awards
QUALIFICATIONS
• Bachelors degree in social science, development, or related field or equivalent standard of education. Masters degree preferred.
• Experience in the field of performance measurement for social development activities and/or media;
• Familiarity with both qualitative and quantitative data collection and M&E database systems;
• Fluency in English, knowledge of Arabic desirable;
• Ability to travel within South Sudan. Willingness to spend extended time in the field, with limited facilities, often under harsh conditions;
• Understanding and knowledge of political and historical context of South Sudan and the Abyei region.
• Experience living and working in Africa and/or conflict/post-conflict environments.
