Minimum Requirements
à PhD in Microbiology or equivalent is required. à A minimum of five (5) years of work in public health laboratory testing procedures and systems with three (3) additional years of managerial experience is required. à Level IV (fluent) English ability is required. Other Criteria à Must have intermediate user level of word processing, spreadsheets and databases. Other Criteria à Expert knowledge of the theories, principles and concepts of epidemiology, infectious diseases and HIV/AIDS and TB that enables employee to serve as national or international expert in the field is required. à Knowledge of the design, development and implementation of complex prevention programs in HIV/AIDS, TB or other infectious diseases is required. ◊ Must be able to provide strong and sensitive leadership and guidance in operational research and HIV/TB prevention, care and treatment implementation activities in Kenya. Job Specification
Basic Function:Serves as the Deputy Director for Laboratory Systems in the Diagnostics and Laboratory Systems Program (DLSP) of CDC’s Global Disease Detection Division (GDDD). The incumbent is responsible for coordinating the developing of laboratory capacity in the DLSP, Government of Kenya (GOK), partners, and regional laboratories. The Deputy Director oversees DLSP quality assurance, biosafety, and engineering/facility activities. The incumbent is responsible for assuring laboratory compliance with international standards and training of DLSP staff and partners in these practices. The incumbent serves as the liaison with the Kenya Ministry of Health (MOH) on issues of laboratory capacity development coordinating these activities between DLSP and the MOH. The incumbent will routinely perform laboratory assessments, maintain inventories related to laboratory capacity, and oversee Quality Assurance documentation. MAJOR DUTIES AND RESPONSIBILITIES 100 % OF TIME · Develops Standard Operating Procedures (SOPs) and training manuals for training of staff on testing procedures, including reporting of lab results, procurement, safety, record maintenance, specimen management and testing, archiving, internal and external assessment, process improvement and quality control. · Serves as the liaison between GDDD’s Laboratory Systems and the Kenya MOH, partner and regional laboratories in all aspects of quality systems and development of laboratory capacity. · Coordinates internal and external assessments of DLSP, MOH and partner laboratories to establish and maintain laboratory accreditation. · Directs and advises DLSP staff officers on quality assurance, biosafety and facilities and engineering as these relate to quality laboratory systems. · Conducts training and assessments of DSLP, MOH, and partner laboratories on quality systems implementation and compliance.
