Global Communities is seeking a Project Director for a four (4) year, $5 million dollar Department of Labor program in Rwanda. This program will focus on supporting Rwanda’s efforts to significantly reduce child labor in the production of Tea. The project will work with local entities and build on existing efforts to reduce the worst forms of child labor, including programs to protect orphans and vulnerable children (OVC) between the ages of 5 and 17 years, increase access to education and promote economic opportunities for Rwandan households most vulnerable to the worst forms of child labor. While the program will focus on reducing child labor in the tea sector, it will take an area-based approach that also addresses child labor in other sectors in 11 tea-producing districts.
The Project Director will provide the overall project management and general technical direction for the program; establish and maintain systems for project operations; effectively execute strategies to develop a child and forced labor reduction program; coordinate project learning and evaluation; serve as a representative to the program liaising with the donor and other partners; coordinate with Global Communities HQ to ensue project goals are met; and maintain responsibility for the program achieving target results.
Qualifications:
- Minimum of 7-10 years experience in project management, supervision, administration, and implementation of cooperative agreement and contracts requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports).
- Must have a clear and thorough understanding of USDOL policies, procedures, and requirements.
- Experience in a leadership role in implementing development projects relevant to child labor issues and child labor policies preferably within Rwanda.
- Demonstrated ability to maintain working relationships with all project stakeholders, and engage in coalition building and public-private partnerships promotion.
- Bachelor’s degree in a relevant field; advanced degree preferred.
- Fluency in English is required; working knowledge of French and Kinyarwanda is preferred.
