Position Description:
Responsibilities and Tasks:
Procurement & Logistic Officer will be assisting the Support Service Manager in the following duties:-
Procurement
· Prepare Local Purchase Orders (LPOs).
· Maintain procurement files, ensuring that all needed documents are completed and filed.
· Processing and tracking VAT exemptions for Dar and Region Office procurement in conjunction with CDC/ USAID, Ministry of Health and TRA.
Inventory
· Prepare required quarterly and year-end reports related to property inventory and maintenance for Dar and Region Offices.
· Maintain inventory of all AGPAHI property for the Dar Office and all the sub-offices.
· Maintain records of all AGPAHI property held by staff.
Property Maintenance
· Monitor all properties for maintenance requirements as well as responds to specific maintenance requests from staff.
· Make recommendations and works with appropriate vendors for maintenance, repair, and/or disposal of AGPAHI property.
· Arrange for property disposal in accordance with AGPAHI regulations/policies.
Vehicle Maintenance & Fuel Monitoring
· Review and compile monthly reports for all AGPAHI vehicles reporting on their maintenance & fuel usage.
- Compile explanations to any alarming concerns on their fuel usage or vehicle maintenance that may arise
PROCUREMENT SOURCING
- Assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
- Review Supplier’s Invoices before sending to Accounts department for Payment.
NEGOTIATION
- Doing negotiation of procurement terms on a range of central procurements and to monitor performance against procurement contract terms.
- Deliver Real Bottom Line Efficiencies and Cost Savings
SYSTEM DEVELOPMENT
- Review of supplier performance, in order to ensure quality, timely delivery.
- To take an active lead in introduction, development and implementation of procurement and stores management system.
- Conduct capacity building training internally in promoting procurement best practice.
Other Duties
· Other duties pertaining to this department may be assigned as needed by the supervisor.
QUALIFICATIONS & EXPERIENCE
· Supervisory and general office administration, procurement, and logistical skills.
· 5 years’ experience in dealing with procurement, and logistical activities and 3 years’ experience in dealing with warehouse management Additional experience working with Government of Tanzania offices (MoH & TRA) for VAT exemptions.
- A Bachelor’s degree in Procurement and supplies management, Issued by Procurement and Supplies Professional and technician Board
· Fluent reading, writing, and speaking.
