Duties and Responsibilities
• Contribute to development of new energy projects with responsibilities for identification, formulation and appraisal. Management and monitoring of the Embassy projects that address renewable energy issues and climate change in Rwanda and in the Great Lakes region.
• Knowledge of status quo and new developments /trends in these areas, as well as establishment of an extensive network of sthkeholders including public and private partners as well as NGO´s.
• Contribute to further development of the regional integration and stability through joint stakeholder approaches in Rwanda and the Great Lakes region related to energy. Monitor the implementation of energy projects, including the organization of evaluations, and contribute to policy dialogue at national and district level.
• Monitoring, evaluating and analyzing developments in the areas of renewable energy and climate change, translating these into proposals for new/changed policies, assessing implications for existing policies.
• Participation in the sector working groups on Energy (the biomass group chaired by the Ministry of National Resources MINIRENA and the electricity group chaired by the Ministry of Infrastructure MININFRA).
• Linking wherever possible and feasible, Dutch knowledge institutions and private- sector to opportunities in Rwanda, including business.
• Contribution to general political and development work of the Embassy and to economic diplomacy.
Qualification Requirements
a) Education - Relevant master´s degree
b) Experience
- Skill in drawing up policy recommendations.
- Skill in setting up and supervising studies.
- Knowledge of political and social views concerning the specialist area.
- at least 5 years´ experience required with relevance to energy/ climate
- Knowledge of policy research methods and techniques.
- Experience in comparative activities in the region, but also with focus in Rwanda
- Sound knowledge of financial management procedures
- Sound knowledge of working areas in development cooperation methodologies
c) Other requirements:
- Excellent command of written and spoken English, Kinyarwanda and French
- Capable of finding information about energy sector developments
- Strong analytical skills, initiative and flexibility
- Advanced writing skills
- Interest and ability to work in teams;
- Experience abroad (educational or professional)
Conditions
The Embassy of the Kingdom of the Netherlands encourages both women and men to apply.
Starting date and salary according to agreement. Two-year contract offered, with possibility of
