IMPACT EVALUATION SPECIALIST
International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects for clients including USAID, U.S. Department of State, MCC and the World Bank. IBTCI specializes in Monitoring & Evaluation (M&E) across all sectors including education, health, economic growth and agriculture, democracy and governance, and agriculture, and has a major focus in conflict/post-conflict and stabilization M&E.
IBTCI is seeking an experienced Impact Evaluation Specialist to support its growing M&E portfolio. This position will be based in our home office in Vienna, VA and requires US citizenship or permanent residency.
RESPONSIBILITIES:
The successful candidate will work within IBTCI’s Monitoring and Evaluation Practice Area in a dynamic operational environment:
Oversee implementation of current impact evaluations, including designing surveys and developing data collection strategies and tools.
Serve as quality control and provide technical guidance to teams conducting impact evaluations in the field.
Conduct data analysis using software such as STATA, SPSS, etc.
Draft sections of proposals with specific focus on the design of experimental and quasi-experimental impact evaluation methodologies.
Provide proposal writing in technical areas other than M&E (as needed).
Represent IBTCI at business development and client meetings and serve as the point of contact for technical questions related to impact evaluation methodologies.
Provide guidance to home office staff in the recruitment and selection of qualified evaluation professionals.
Providing budget and consultant level of effort information for evaluation proposals.
Lead trainings on complex evaluation methodologies with donor clients.
QUALIFICATIONS:
Advance degree (Masters/PhD) in Statistics, Economics, or related field.
Minimum 10 years’ experience in qualitative and quantitative data collection and analysis methods and in designing evaluations, and at least 7 of these years in a developing country context.
Minimum 5 years’ experience in designing and conducting large-scale surveys, including expert knowledge of state-of-the-art sampling or census methods.
Expertise in research design, sample design and data set analysis.
Knowledge of experimental and quasi-experimental impact evaluation methods
Experience in statistical (e.g. STATA, SPSS, Eviews) and GIS (e.g.ArcView) packages and other relevant programs.
Ability to work with various counterparts, implementing partners, and host country government stakeholders.
Ability to travel to remote and challenging areas to conduct data collection and analysis activities.
Excellent interpersonal skills and team work.
Strong computer skills.
