Finance & Grants Manager, DFID-Funded Programme, Tanzania

The Finance and Grants Manager will be responsible for the financial and administrative functioning for an anticipated DFID-funded Programme and provide support to the Team Leader in the day-to-day programme management. The Programme seeks to drive innovative approaches to improving the quality, value for money and sustainability of basic services in the education, health and water and sanitation sectors in Tanzania. The position will be based in Dar es Salaam, Tanzania and report to the Team Leader.

The Finance and Grants Manager’s duties will include leadership of the Programme’s management of financial, granting and reporting functions to ensure compliance with the terms of the contract and provides operational management support in coordination with other members of RTI’s contractual, financial and administrative units. This individual will ensure adherence to RTI and DFID financial and accounting policies and procedures and strictly maintain procurement integrity.

Financial Compliance

• Ensures adherence to RTI and DFID financial and accounting policies and procedures and ensures procurement integrity;
• Prepares and submits financial statements and other cost accounting reports to RTI and DFID;
• Prepares the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project;
• Provides leadership throughout the life of the project with regard to setting up the office, bank account, operations and logistics, particularly during programme start-up and close-out;
• Ensures appropriate systems and cost effective, timely procedures such as cash management, vendor payments, and budgeting are in place to properly disburse, account, budget and report funds and have the proper internal controls.

Grants Management

• Responsible for day-to-day administration of grants awarded under Programme that will encompass the solicitation phase through close-out. Monitor compliance with (a) award-specific requirements and (b) applicable regulations as incorporated in awards.

Pre-Award

• Issue Requests for Applications (RFA) in consultation with the Team Leader.
• Review and negotiate all grant applications and serve as a key member of the Project Approvals Committee tasked with evaluating and selecting awardees,
• Coordinate and conduct compliance review(s) and pre-award surveys.
• Provide guidance to grantees on rules and regulations applicable to assistance instruments and reporting.

Post Award

• Coordinate execution of award documents (pre-award authorizations, awards, modifications, etc.).
• Maintain grant files including records on monitoring and evaluation and other quality control activities (financial, programmatic, proof of performance).
• Ensure compliance with award terms and conditions.
• Coordinate field activities and communication among grantees (e.g., legal, finance, status reporting, procurement).
• Review and process grantee invoices.
• Close-out completed grants.

Programme Support

• Supports Team Leader in the day-to-day oversight of programme operations, planning and implementing programme activities, and preparation of quarterly reports.
• Tracks progress and performance of the programme against the log-frame work plan and alerts the technical program team of areas of improvement needed.
• Liaises and provides linkages to RTI head office and relevant financial and administrative support units.

Qualifications: 

• Minimum of Bachelor’s Degree in Business Administration, Accounting or related field required (Master’s-level degree preferred);
• Minimum of 12 years of experience in financial and programme management of international-donor-funded projects of similar size and scope;
• Experience in grants/subcontract management required (including provision of in-country training and support to field-based project staff);
• Experience with SharePoint and QuickBooks systems are required;
• Must have advanced budgeting, financial analysis, and MS Excel skills;
• Excellent communication skills (attention to details is required); flexible and able to multi-task;
• Must be able to work collaboratively (across time zones and cultural boundaries);
• Ability to interact effectively with all levels of internal and external clients;
• Experience supporting programmes in Tanzania considered an asset;
• Excellent organizational and analytical skills;
• Willingness and ability to live and work in Tanzania for the duration of the Programme.
• Fluency in English is required. Fluency in Kiswahili will be an advantage.
