1.0 Background
The Management Development Institute (MDI) for Health Care Organizations is a one-week intensive program designed to enhance the leadership and management skills of program managers and leaders of sub-Saharan African organizations, governmental and non-governmental. The programme was started in 2006 at AMREF. The first group of managers were trained at AMREF. The program is specifically designed to assist African health sector in implementing their national health priorities. The programme consists of eight modules focusing on specific areas of management directly relevant to national ministries of health and their implementing partners as they evaluate their mission and implement their health plans to achieve their stated priorities. The training covers eight modules and the graduates are expected to develop a Community Healthcare Improvement project (CHIP). CHIP is the practical application or experimental component of the program, allowing the participants to immediately translate the programme curriculum to improve performance in their own organisations.
The programme has been designed by world-class management faculty from the prestigious University of California at Los Angeles (UCLA) and the content localised by the African faculty. The programme is delivered in conjunction with instructors from African universities and is funded by Johnson & Johnson, one of the most admired companies in the world today. It is offered in collaboration with the African Medical and Research Foundation (AMREF), the Ghana Institute of Management and Public Administration (GIMPA) in Accra and the University of Cape Town (UCT) in South Africa.
2.0 Purpose and Scope of Work
Purpose: The aim of this assignment is to carry out a tracer study of MDI graduates to evaluate and document the short and long term impacts of the MDI programme at individual, organizational and ministerial level. Scope of Work will include but not limited to the following tasks:
- Prepare a proposal on how the evaluation will be carried out, detailing the methodology, target audience and sample size and sites, budget etc, to demonstrate how the evaluation objectives will be achieved
- Prepare and fine tune the tools for data collection
- Gather and analyse data in relation to the different criterion defined objectives
- Prepare a final comprehensive report with proposed recommendations on best practices based on the analysis.
- Present the report to the partners
3.0 Deliverables of the Assignment
- Evaluation proposal
- Tools and instruments for data collection
- A draft evaluation report for review
- Final evaluation report (two bound copies and a soft copy).
- Presentation of report to AMREF and partners
4.0 Qualifications
Applicants must be holders of minimum master degree in Public Health, Health services management, Epidemiology or equivalent with demonstrated ability to conduct evaluations and research. In addition the applicant must have the following
- At least 8 years experience in conducting similar work
- Good command of use of qualitative and quantitative approaches in research and evaluations
- Good command in the use of qualitative and quantitative softwares for data analysis
- Evidence of consultancy work with health and development organizations with good quality work
5.0 Terms of the Assignment
- Duration: The number of days payable will be 25 days determined based on summary documentation of work done for each day and confirmation by AMREF.
- Cost: The consultant will undertake the assignments at a daily rate of USD 250 (Two hundred and Fifty United Stated Dollars).
- AMREF’s responsibilities: AMREF will constitute the study team and meet the costs of the team and stakeholder consultation, and other associated costs.
- Reporting: the consultant will report to the Director, Capacity Building, and work with the Regional Programme Coordinator who is Programme Manager.
