Global Communities is seeking an Education Expert (Child Labor) for a four (4) year, $5 million dollarDepartment of Labor program in Rwanda (Africa). This program will focus on supporting Rwanda’s efforts to significantly reduce child labor in the production of Tea. The project will work with local entities and build on existing efforts to reduce the worst forms of child labor, including programs to protect orphans and vulnerable children (OVC) between the ages of 5 and 17 years, increase access to education and promote economic opportunities for Rwandan households most vulnerable to the worst forms of child labor. While the program will focus on reducing child labor in the tea sector, it will take an area-based approach that also addresses child labor in other sectors in 11 tea-producing districts.
The Education Expert will be responsible for activities designed to promote children’s access to, enrollment and completion of education and training opportunities as a means of reducing child labor. Strategies will include assessing factors affecting children’s ability to access education-related services; supporting the provision of healthy learning environments for children, including steps to ensure that goods, services, schools, and other learning environments provided by, used by or sponsored by the project are safe and do not pose a threat to the well-being of project beneficiaries; and improving the quality and relevance of education for target children.
Qualifications:
- A minimum of five (5) years of experience in a leadership position responsible for developing education interventions to address child labor issues, preferably within international development programs – including student assessment, teacher training, educational materials/curriculum development, educational management, and educational monitoring and information systems, as applicable to the special educational needs of children removed from child labor when they enter/return to school;
- Experience in basic and secondary education projects.
- Fluency in English is required, and working knowledge of French and Kinyarwanda is preferred.
- Understanding of child labor issues within the agriculture sector, including special educational needs of children removed from child labor when they enter/return to school; knowledge of child labor issues as related to tea production a plus;
- Experience working with vulnerable children and their households, preferably in Rwanda and/or East Africa;
- Demonstrated success working with Ministries of Education and other government agencies, networks of educators, nongovernmental organizations or comparable entities;
- A relevant bachelor’s degree; and
