Job Summary
Reporting to the Emergency Program Coordinator (Puntland /Somaliland), the Area Manager will:
Guide the implementation of all projects in the operational area and ensure efficient use of resources.
Liaise with all internal and external counterparts of the projects and maintain excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities and the humanitarian community.
Ensure strong collaborative relationships with implementing partners within the program area and oversee the implementing partners' performance in compliance with existing agreements and contracts and in line with partnership principles as outlined in CARE International (CI).
Manage grants in the project area and ensure that the financial, programming and reporting is in line with CARE & Donor requirements.
Direct, oversee and provide guidance to field staff and ensure that all field staff have their Job descriptions and work Plans in place.
Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff.
Set up a clear timeline of reports to be submitted to project Donors;
Coordinate all activities with the rest of the emergency program, the Long-term development programmes in Puntland and at the Sub-Office level.
Promote, coordinate and participate in capacity-building initiatives for the field staff
Oversee Program staff and security in the project area and work closely with the emergency Team Leader, Head of Office (Garowe) and with the Safety and Security Advisor.
Organize and play a lead role in the project level meetings;
Promote team working conditions in the project areas
Participate in technical and sectoral meetings in the program operation area
Contribute to the compiling of donor reports, ensuring the quality and accuracy of reports
Contribute to the recruitment of field staff
Required skills and qualifications
A Degree in social sciences or any related field;
At least 5 years of programme experience, working in conflict/post conflict context, with preferred work experience in Somalia;
At least 3 years experience in working with IDPs and the host population, preferably in Somalia
Prior knowledge of the region an asset;
Fluency in English and Somali required
Abilityto operate Microsoft Word, Excel and PowerPoint
Demonstrated experience in emergency programming
Proven capacity of managing programs through partners
Strong gender and conflict analysis skills, and the ability to articulate and design programs using a right based approach;
Proven budgeting and financial management skills;
Ability to work and live under difficult conditions.
Familiarity/understanding of donor requirements and the Puntland governmental requirements;
Excellent communication and drafting skills for effective reporting on programs
The position will be based in Bosaso, Puntland, with frequent travel to project sites, depending on security conditions.
