Action Against Hunger-USA Nutrition Cluster Co-lead


Objective of the Position:
The Cluster Co-Co-leadwill work with the Cluster Coordinator and MOH counter parts and the Strategic Advisory Group to provide overall leadership for the Nutrition Cluster in South Sudan; and to facilitate the process of ensuring a coherent and effective emergency nutrition response by partners.
The major tasks and responsibilities will include but are not limited to:
Objective 1: Promoting partnership
Explore and identify appropriate new partners to engage in emergency nutrition in South Sudan, including INGOs, NNGOs and Faith Based Organizations and local civil society; respecting their respective mandates and program priorities and facilitate the active engagement of these agencies in the cluster at national and/or at sub national level. Objective 2: Establishment and maintenance of appropriate humanitarian coordination mechanisms
Ensure appropriate coordination mechanisms are maintained between all nutrition humanitarian partners at national and sub national level (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations active in the nutrition sector), as well as MOH, national and local authorities and other local civil society structures; and ensuring effective links with the Office of the humanitarian coordinator, other cluster and donors. Objective 3: Planning and strategy development
Lead and support the development of Nutrition Cluster strategies and plans at national and sub national level, based on solid analysis of the situation; to prepare for and respond appropriately to emergencies. This will include the development of the Consolidated Appeal & Contingency Plans and appropriate revision of these plans as required. As part of this process, ensure that gaps and duplications are identified and appropriately addressed. Objective 4: Inter-cluster coordination
Strengthen inter-cluster coordination at national and sub national level, particularly with Food Security & Livelihoods, WASH, Health and Education Clusters to facilitate a comprehensive approach to addressing the issue of nutrition in South Sudan. Objective 5: Assessment and response planning
Support State Nutrition Cluster Focal points (MOH, UNICEF & NGO) and nutrition partners to participate in nutrition needs assessments and response planning, ensuring that they are age and gender sensitive, using standardized tools and methods; and in coordination and/or collaboration with other sectors. Objective 6: Application of standards
Ensure that Nutrition Cluster partners are aware of relevant commitments that the Government/concerned authorities have undertaken under international human rights law; and relevant government policies and protocols and legislation which will impact on Nutrition Programming (eg Human Resource Issues, Operational Agreements with Gov etc) Ensure that emergency nutrition responses are in line with existing MOH policies, protocols & technical standards, and support the development of relevant Nutrition in Emergencies policies, protocols and technical guidance in line with international best practice, to enable quality NiE programming across South Sudan. Objective 7: Monitoring and reporting
Ensure regular monitoring of nutrition cluster response activities and coordination against cluster indicators, including activity at operational level (quality, coverage, continuity and cost of service delivery interventions); and sub national and national level cluster coordination activities. Conduct analysis of best available information in order to benchmark progress of the emergency response over time. Submit regular Cluster reports to OCHA and UNICEF in line with reporting requirements (monthly/quarterly). Work with the Monitoring and Reporting Specialist UNV and Cluster partners to establish a solid cluster monitoring system. Objective 8: Information management
In collaboration with the Cluster Coordinator, guide the work of the Information Management Officer to maintain a functional Nutrition Cluster Information Management system; which includes Monthly and Weekly Partner Reporting, Nutrition Partner database and 4W Matrixes; Capacity Mapping database, Repository of Nutrition Surveys and Cluster Website. Objective 9: Advocacy and resource mobilization
Identify core advocacy concerns for the cluster, including resource requirements, and ensure key advocacy messages are shared with appropriate stakeholders/decision makers including those within government, the donor community and other UN agencies. Contribute key messages to the broader advocacy initiatives of the Humanitarian Coordinators and other actors; Advocate for donors to fund Nutrition Cluster partners to carry out activities in line with the Nutrition Cluster strategies, and identified priorities while at the same time encouraging cluster participants to mobilize resources for their activities through the usual channels. Coordinate and support the Nutrition Cluster partner application for funding through the various pooled funding mechanisms including CHF, CERF, other Flash and Reserve Funding mechanisms. Objective 10: Training and capacity development of national/local authorities and civil society
Promote and support training of humanitarian personnel and capacity development of humanitarian partners; based on capacity mapping and understanding of available personnel and institutional capacities. Support efforts to strengthen the capacity of national and state MOH and other national//local authorities and civil society on Nutrition in Emergency related issues. Objective 11: Cross cutting issues
Ensure that OCHA identified priority crosscutting issues, including gender, HIV and environment; are fully integrated into the nutrition cluster strategy and nutrition cluster partner projects, in line with ISAC guidance and international best practices. Reporting Responsibilities

Qualifications, Skills & Experience
Technical knowledge
Nutrition in emergencies, including conducting rapid assessment and establishing response plans, establishment/support of CMAM programmes for treatment of severe and moderate acute malnutrition, conducting SMART surveys, and management of nutrition data and information systems, Experience in using Epi- Info, ENA, Excel, Access and other related computer software packages. Humanitarian coordination system, with understanding of humanitarian reform principles, international humanitarian law, inter-connectedness and reform pillars and recent developments including transformative agenda. Experience and Qualification
Advanced University degree in Public Health, Nutrition or a related technical field Three-Five years progressively responsible professional work experience at national or international level. Experience to include working in conflict affected insecure locations, working within the Cluster Approach. Core competencies
