Job Description
Based in Lusaka, Zambia, this position will work closely with the ZCAHRD Country Director and CGHD management to manage all aspects of ZCAHRD’s operations, including overseeing management of finance, human resources, facilities, procurement, and research administration, to ensure smooth and efficient functioning of all country-based operations. The primary responsibility of this position will be to directly supervise the administrative staff of ZCAHRD and to ensure that all of the programs and projects implemented by Boston University faculty in Zambia have the functional support necessary to fulfill their obligations. The Finance and Administration Director will have overall responsibility for the smooth and efficient functioning of all ZCAHRD operational functions, and will provide direct support to the Country Director in overall management.
Responsibilities include;
General Management:
Serve as a member of the ZCAHRD Management Team; responsible for planning, execution, and monitoring of all the operational functions of ZCAHRD. Participate in decision-making and leadership discussions.
Serve as the chief of staff for the Country Director. Ensure that the Country Director is fully informed on all important issues that have a bearing on the operations and future of the organization. Assist Country Director to ensure that policies and procedures are understood and followed by staff.
Foster and maintain close communication with the Boston-based CGHD management team in close collaboration with the Country Director
Financial:
Supervise all financial activity and financial staff of ZCAHRD, including bank accounts, project budgets, operating budgets, reporting, etc.
Build the in-house research administration capacity (in particular financial) to be the prime legal recipient of US Government and other international contracts.
Manage both pre-award budgeting and post-award budget monitoring and reporting for ZCAHRD sponsored projects.
Overall management responsibility for sponsored research budgets. Ensure that funds are spent in compliance with donor regulations, Boston University policy, and incompliance with US procurement laws. Assure adherence to local statutory requirements and approved budgets, and prevent cost-overruns.
Assist with preparation of the annual operating budget and financial reports in consultation with the Country Director, and the Senior Accountant.
Determine best allocation of resources for ZCAHRD, in consultation with Country Director.
Human Resources:
Monitor contractual requirements in compliance with Zambian labor laws and in consultation with local legal counsel.
Write and/or review staff job descriptions, job changes, promotions, and title changes.
Under the direction of the Country Director, create and implement human resource policies and procedures. Participate in or lead search committees for open staff positions.
Provide supportive supervision and mentorship to the Human Resource Officer
Assist with determining staffing needs of the primary ZCAHRD office in Lusaka, and the satellite offices in Choma, Kalomo, Mazabuka, Livingstone, and other areas as the case may be.
Provide oversight of the BU internship program through close collaboration with the Human Resource Officer.
Act as resource for ZCAHRD employees; respond to questions, requests and complaints, troubleshoot as needed
Sponsored Research
Act as Business Manager for ZCAHRD and support the Country Director in looking for funding opportunities
Coordinate or oversee grant application processes in response to Request for Proposals
Supervise ZCAHRD/CGHD grants and contracts management functions to ensure sponsored research administration is handled properly.
Communicate with CGHD Boston office for matters relating to grants and contracts.
Authorize requisitions and payments to subcontractors and contracts for consultants on sponsored research projects; ensure allocation of expenses to appropriate accounts; oversee tracking and reporting systems for funded projects; oversee research project financial activity to ensure compliance with donor regulations.
Liaise with donor organizations, prime and subcontract organizations for the purposes of negotiation, information, reporting.
Facilities and Operations Management
Oversee management of ZCAHRD facilities and resources, including physical plant, technology infrastructure, vehicle fleet, etc. Assess needs and make recommendations to Country Director.
Advise ZCAHRD management on formulation of policies and procedures regarding use of ZCAHRD resources. Work closely with the Country Director to ensure that these policies are adhered to. Oversee procurement process and approve purchases.
Negotiate leases with potential landlords for office space
