World Lung Foundation seeks an experienced Project Director to provide overall programmatic leadership and managerial and financial oversight of a model program for comprehensive emergency obstetric care (CompEmOC) in Tanzania. The position will be based in WLF’s Dar Es Salaam office.
Summary Scope of Work:
S/he will lead and support WLF staff in the strategic planning, design and timely and cost-effective implementation of the project.
S/he will be responsible for and oversee all management and fiduciary aspects of the project.
S/he will manage the overall relationship with the Tanzania Ministry of Health and Social Welfare (MoHSW), national and international partners, and donors to maximize project implementation and ensure that the project is meeting its objectives.
S/he will ensure timely and effective monitoring and reporting of activities, and will be responsible for all project deliverables to the donors.
S/he will lead, manage and supervise a team of qualified staff and oversee all human resource management tasks.
Specific Responsibilities:
Program Leadership:
• Provide programmatic and technical leadership for the project to ensure integrity, quality, impact and cost-efficiencies in achieving project goals, objectives, and targets.
• Ensure the setting of high, evidence-based standards for project implementation, monitoring and reporting.
• Facilitate the development of innovative and progressive program approaches and interventions.
• Build strategic relationships with government, non-government and donor organizations who have a stake in maternal health in order to advance and prioritize national, regional, and district level policy planning for comprehensive emergency obstetric care (CEmOC).
• Provide leadership and promote a strong sense of teamwork among project staff, partners, and advisors.
• Regularly consult with technical experts and latest peer-reviewed articles to ensure that program strategies and interventions are technically sound and evidence-based.
• Lead the development of implementation and training plans, periodic and summary reports, and documentation of special initiatives and issues in which the project engages.
• Identify local personnel and champions who can guide the project to national ownership and nationwide scale-up.
• Lead the development and implementation of a transition plan, with timelines and mileposts for the Government of Tanzania to sustain the project by 2015.
• Represent WLF-Tanzania at national and global meetings and conferences.
• Identify strategic opportunities for collaboration with other partners for scale-up of the project model.
Management:
• Oversee all aspects of project management including planning, implementation, budgeting, monitoring and reporting of activities and ensure that the project’s objectives and donor-specified deliverables are met.
• Ensure the highest level of fiduciary management in a transparent and accountable manner, according to WLF and best-practice standards, in relation to budgeting, expenditures, procurement, reporting, tax requirements, etc.
• Monitor outputs, program progress and results and oversee the reporting of these in a timely manner to a range of partners.
• Oversee production and quality of all financial plans and reports including annual budgets, periodic budget vs. expenditure reports, financial reports to donors, and special financial analyses as needed.
• Lead and manage all human resource matters (including in relation to consultants and contractors) including recruitment, performance management, and compensation in accordance with local statutory requirements and WLF procedures.
• Ensure adherence to WLF operational procedures; serve as a liaison between the WLF Tanzania Project and WLF Headquarters.
• Ensure documentation and routine sharing of project information and knowledge with the Tanzanian Government, with other stakeholders in Tanzania and with WLF headquarters.
• Communicate regularly with WLF headquarters and donor agencies on programmatic and financial performance.
• Collaborate with and share information when requested with project partners such as the Centers for Disease Control and Prevention (CDC).
• Identify new donors interested in maternal health programs, and develop and cultivate relationships with potential donors.
Requirements:
• Post-graduate degree in public health or related field with clinical degree, strongly preferred.
• Minimum 10 years of work experience with at least five years of progressively more senior programmatic and technical experience in maternal health and/or health systems strengthening in Tanzania.
• Proven track record and experience in leading and managing an institution of similar size and scope, preferably in Tanzania, including management and financial oversight, programmatic implementation, monitoring, strategic partnership development with Government and other parties, and communication of ideas and programmatic vision.
• Proven ability to juggle multiple priorities and deliver on tight deadlines.
• Experience working across several levels of government from local (district) to national, and beyond government to non-governmental partners.
• Experience managing and supervising a large team of highly qualified staff.
• Extensive experience in design and implementation of clinically focused maternal health programs and a comprehensive understanding of many of the following substantive areas: maternal mortality reduction, maternal and reproductive health, neonatal care, health systems strengthening, healthcare quality improvement, continuing medical education, information and communication technology (ICT), policy making and district-level planning / health financing.
• Excellent interpersonal skills; ability to establish and maintain relationships with partners and donors in-country and worldwide.
• Excellent facilitation, presentation, team building, and coordination skills.
• Excellent writing skills (e.g., donor reports, correspondence, internal documentation, proposal writing, peer-review journal articles).
• Fluency in Speaking/Reading/Writing English and Kiswahili.
• Computer literacy: Microsoft Office (Word, Excel & PowerPoint), Internet.
