A. Background
The Government of Rwanda has received financing from the Donors through the PFM Basket Fund, and intends to apply a part of those funds for the Recruitment of a Senior Examinations Officer for the Institute of Certified Public Accountants of Rwanda (ICPAR).
The assignment will be carried out in Rwanda and the Senior Examinations officer will be reporting to the Chief Executive Officer of iCPAR. The expected duration of the assignment is twenty four (24) calendar months renewable upon satisfactory performance.
B. Key Duties and Responsibilities
The successful candidate will be responsible curriculum development and examinations as a continuation of the outcome of the just concluded Twinning program with the Institute of Ireland. The CPA and Certified Accounting Technician (CAT) qualification program for Rwanda has been developed and the first examinations took place in December 2012. The successful candidate will be expected to work towards achieving the successful realization of the said examinations syllabi implementation objectives consistent with iCPAR's Vision and Mission. In particular, the successful candidate will oversee implementation of International Federation of Accountants (IFAC) Statement of Obligation (SMO) number 2 dealing with Education for Professional Accountants. The Senior Examinations Officer will be responsible for ensuring the following is undertaken,
a) Plan and liaise with training Institutions to promote the iCPAR qualifications;
b) Promote the CPA(R) and CAT (R) qualifications among potential students and employers in public and private sectors;
c) Review and familiarize with the documents and guides produced in conjunction with the twinning partner,
d) Support and work with the education, curriculum development and examinations commission of iCPAR to realize the objectives of the Institute;
e) Plan and establish institutional policies for examinations.
f) Establish and implement examinations procedures in line with established exam rules;
g) Develop and manage criteria for identifying examiners and invigilators for examinations; h) Establish linkages and manage a database of examiners;
i) Over-see planning and secure examinations printing and storage,
j) Plan and manage the examinations setting, moderation, sitting and release of results;
k) Plan, identify and establish examination centres;
1) Plan, identify and recruit examination invigilators;
m) Actively market the iCPAR qualifications/examinations
n) Coordinate registration of students in the iCPAR qualifications;
o) Continuously improve the iCPAR examinations practices;
p) Over-see marking and actual release of the examinations results;
q) Carry a post implementation review on the iCPAR qualification and recommend necessary to meet expectations of stakeholders;
r) Establish a succession plan for staff in Examinations department through mentor-ship program; s) Liaise with colleges, universities and employers to contribute to curriculum development consistent with IFAC International Education Standards (IES) No 1 to 6; t) In liaison with the communications department, establish, enhance and maintain a webpage on examinations issues and use innovative strategies to ensure these are beneficial/add value to members and the public at the level of a) Customer care b) Internal processes c) Financial growth d) Learning and knowledge growth.

C. Qualifications The Qualifications:
The successful candidate will be highly ambitious and a leader with a track record of delivering on key business objectives. He / She will have the following minimum qualifications:
- Hold a professional Accountancy qualification at the Final /Qualified level of ACCA or CPA with an Accounting body recognised by IFAC. Membership min a professional accountancy body will be an added advantage.
- Possess a Bachelors degree in accounting or commerce with registration for a professional accounting qualification having passed at least Part Two (Be in the final Part/Level of the qualification).
- Have at least 2 years of middle management experience. Previous experience in education industry will be an added advantage;
- Should ideally be fluent in English with a working knowledge of French.
- An MBA will be an added advantage
