Position title: Security Institutions Capacity Building Pillar Head
Duty Station: Addis Ababa
Organizational Unit: IGAD Security Sector Program
DUTIES AND RESPONSIBILITIES:
Under the overall guidance of the Head of the ISSP the Security Institutions Capacity Building Pillar Head shall perform the following duties:
1. Assist the ISSP Head in formulating policies and programs and in monitoring the implementation of programs relating to security institutions capacity building at the IGAD region ;
2. Assist the head of ISSP in the overall management and administration of the pillar in all its components and activities;
3. Support the head of ISSP in the identification and development of synergies and partnerships with other actors (national and international) on Security Sector Reform issues at the strategic, technical and operational levels;
4. Develop the Pillar’s work plan in close collaboration with the Head of ISSP and in consultation with the law enforcement advisors which includes reporting on work plan implementation;
5. Provide strategic advice on key policy and operational issues to senior security institutions leadership as required;
6. Develop and coordinate the implementation of a comprehensive national capacity development support strategies on SSR;
7. Provide overall coordination and financial responsibility for the programming and implementation of voluntary funds for SSR and small arms, including funds made available through ISSP;
8. Establish guidelines and reporting standards for monitoring and evaluation of SSR and small arms activities in the IGAD region;
9. Ensure the effective integration of institutional IGAD resources, knowledge and capacities on SSR and small arms within IGAD peace and security framework;
10. Perform any other duties as assigned from time to time
MINIMUM QUALIFICATIONS:
• Post graduate degree in security sector reform, justice, political science, development or related fields.
• At least 10 years of experience with progressive responsibility in designing and implementing security sector reform programming, preferably in a post-conflict setting.
• Substantive expertise and experience in strategic planning and development of the security sector .
Key Skills and Competencies:
• Excellent facilitation and coordination skills
• Sound understanding of knowledge management and networking in an international Organization
• Sound knowledge of crisis prevention and recovery and democratic governance
issues.
• Conversant with early recovery program systems.
• Solid project and resource management, planning and monitoring skills
• Excellent interpersonal skill, and able to work in a multi-cultural environment
• Working knowledge of Human resources and financial management
• Good communication and negotiating skills
• Proficiency in computer application,
Language Requirements: Fluency in oral and written English is required. Knowledge of French and Arabic is desirable
Age Limit: 35-45
Tenure of Appointment: The appointment is for one (1) year renewable subject to availability of fund and Satisfactory Performance
