Position title: Maritime Security Pillar Head
Duty Station: Addis Ababa
Organizational Unit: IGAD Security Sector Program
DUTIES AND RESPONSIBILITIES:
Under the overall guidance of the Head of the Security Sector program the Maritime Security Pillar Head shall perform the following duties:
1. Initiate the formulation of policies, plan of action, programs and project proposals relating to the maritime security;
2. Facilitate the implementation and conduct the monitoring, supervision and evaluation of maritime security in the IGAD region;
3. Prepare and coordinate studies and research in the areas of maritime security;
4. Organize and service workshops, seminars and meetings on maritime security matters;
5. Coordinate the work of the specialized technical committee(s)and sub committees on maritime Security;
6. Maintain working relations with other regional and international organizations in maritime security;
7. Oversee the overall management of the ISSP maritime security unit including preparation of its budget and supervising subordinate staff and short-term experts; in accordance with relevant rules and procedures in force;
8. Produce and submit periodic reports on activities and specific missions to head of ISSP; and
9. Perform any other duty as may be assigned by the Head of ISSP.
MINIMUM QUALIFICATIONS:
• Master's degree in International relations; Peace and Security or any other related field
• Ten years of progressive relevant work experience, in maritime security and boarder control of which at least 3 years be in senior management position;
Key Skills and Competencies:
• Working knowledge of policy analysis and development and Program/Project management, implementation and monitoring;
• Good communication and negotiating skills
• Excellent drafting and report writing skills
• Excellent interpersonal skill, and able to work in a multi-cultural environment
• Proficiency in computer application, specifically in word processing, data base system and other basic software applications relevant for the job;
• Good planning and organizational skills
• Good knowledge and experience on research work
Language requirements: Fluency in oral and written English is required. Knowledge of French and Arabic is desirable
Age Limit: 35-50
Tenure of Appointment: The appointment is for one (1) year renewable subject to Satisfactory Performance
