The Uganda Virus Research Institute (UVRI) has signed an MoU with the U.S Centers for Disease Control (CDC) to strengthen Institute capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under the President’s Emergency Plan for AIDS Relief. Under this cooperation, UVRI intends to recruit the following personnel on a one year .contract to be renewed depending on availability of funds. All positions are based at Entebbe.
PROJECT ADMINISTRATOR (1 position)
Main Purpose of the Job:
- To take charge of and ensure the effective provision of the human resource and administrative support services required by the project.
Key Outputs:
- Up-to-date human resource and administrative policies, systems, regulations and procedures for the project in place
- Human resource services and guidance provided to the project
- Administrative services provided to the project as required
- Non-financial resources of the project properly managed
Key Duties and Responsibilities:
- Coordinate the development and maintenance of appropriate administrative and human resource policies, systems, regulations and procedures for the project, covering such areas as recruitment, human resource development, performance management, remuneration management, etc
- Coordinate staff recruitment processes for the project
- Coordinate the development and maintenance of an appropriate performance management system for the project
- Develop and ensure proper maintenance of a human resource information system for the project
- Coordinate the preparation and implementation of capacity building plans for project staff
- Plan for the administrative resources required, and organise for their availability as required
- Liaise with the UVRI Supplies Officer for the timely availability of office supplies
- Arrange for the provision of administrative support services including security, transport, office supplies, photocopying, cleaning, etc, to ensure that they are provided effectively and efficiently, and in accordance with the policies, systems and regulations of the project
- Maintain a record of vehicle movements
- Provide other routine administrative services to the project
- Develop tools and mechanisms for the effective and efficient monitoring of the utilisation and safe custody of organisational facilities and non-financial resources
- Arrange for, and oversee the maintenance and repairs of the project’s fixed assets, including buildings, equipment and vehicles
Undertake any other duties that may reasonably be assigned by the Project Manager or Director UVRI

Requirement:
- A university degree in Business Administration, SWSA, Commerce or related discipline.
- At least three years' experience in a health-related institution performing similar duties.
- Experience in managing US government funds (rules and regulations) will be an added advantage
- Proven abilities in project administration, including the prioritization of tasks, setting timelines and record keeping
- Strong written and verbal communication skills
- Project planning and management
- Understanding of budget preparation and tracking processes
- Excellent organizational skills including ability to track /monitor multiple projects simultaneously.
- High proficiency in the use of office computers and spreadsheets.
- Experience in procurement/ordering, purchasing and tracking supplies.
- Ability to work independently to complete many tasks simultaneously to meet strict deadlines.
