Fund Manager IPE Global Private Limited - Kenya
IPE Global is inviting applications for a full-time Fund Manager position for the Horn of Africa region from experienced professionals with a strong track record of working with multi-donor funds and excellent leadership skills. The position may be based in Nairobi, Kenya, with expected travel to Somalia and Somaliland on a regular basis. Specifically, the Fund Manager will:
- Hold overall responsibility for developing and managing a wide range of projects and partners;
- Act as first port of call for potential applicants to funds, review and develop concept notes and proposals for review by client, ensuring that conflict sensitive approaches to procurement are carried out at all stages;
- Perform a risk assessment and due diligence function with regards to all potential projects and partners;
- Independently assess the technical, economic, financial, institutional, geographical and social viability of each investment or activity, with particular adherence to “do no harm” principles;
- Manage disbursements to successful applicants, monitor project implementation and prepare reports;
- Develop the capacity of applicants to funds;
- Direct and give technical assistance to donors and implementing agents as appropriate;
- Develop and implement an appropriate communications and branding strategy for the fund to target a range of stakeholders in eastern Africa and the Horn of Africa;
- Develop operations manuals setting out specific requirements with regards to due diligence, risk assessment, selection criteria, proposal formats, programme management plans, M&E and audit;
- Be responsible for day to day monitoring of projects funded, including design and implementation of robust logistics and risk mitigation processes;
- Compile and verify annual expenditure reports and annual audited accounts for all projects under pooled funds;
- Assist in the implementation of external financial and management audits;
- Supervise development of a robust evaluation system, including indicators, targets and baseline;
- Serve as primary liaison between clients, IPE Global, grantees and other stakeholders;
- Manage and coordinate the work of all long- and short-term staff and subcontractors, and hold responsibility for their performance management;
- Provide overall strategic direction and manage it in accordance with international best practice.
Desired Skills & Experience
- A Master’s Degree with a major in a relevant discipline (e.g., Engineering, Law, Procurement, Finance, Business or Commerce) and a minimum of 8 years of relevant experience;
- Demonstrable track record in managing and implementing pooled multi-donor funds in eastern Africa, Horn of Africa and/or other conflict affected fragile states;
- Experience of devising and mainstreaming strategies to influence particularly vulnerable groups in a given local context;
- Past experience in evaluating commercial feasibility of new business ventures, and understanding of financing mechanisms for new initiatives;
- Experience of developing grant mechanisms, including experience of financial management and compliance, and applying due diligence processes to potential partners;
- Experience of senior programme personnel management;
- Experience of working with government systems in post-conflict settings, and building capacity to improve cross-state functions;
- Ability to design measures for outcomes and performance levels, including details of processes and procedures used to track results and monitor local partners and/or sub-contractors;
- Understanding of payment by results tied project delivery mechanism for the achievement of clearly specified outputs;
- Experience in establishing monitoring and evaluation systems;
- Expertise in management of public procurement of services in the public or private sector;
- Results-oriented and client-focused management skills;
- Proven skills in providing flexible, innovative and conflict sensitive solutions to meet communities’ priorities;
- Excellent writing, communications and leadership skills;
- Experience of having worked with multi-donor funds preferred;
- Fluency in English and preferably, Somali and/or Arabic.
