Yemen is holding a National Dialogue Conference in the spring of 2013. The Conference will bring together all social and political groups, and will address the key questions facing the country, including the question of the South, the constitutional process, the reform of state institutions, the protection of human rights and economic development. The Conference will play a crucial role in influencing the future of the country, including by defining the process through which Yemen’s future constitution will be drafted and the principles on which the new constitution will be based.
The Conference will meet both in Plenary as well as in Working Groups. The Working Groups will discuss in detail the topics assigned to them and develop a set of recommendations to be adopted by the Plenary. One of the Working Groups will focus on discussing issues with a national reconciliation and transitional justice component.
Description of Assignment
The Technical Adviser for the National Reconciliation and Transitional Justice Working Group (WG) will be based in Sana’a and work in the Office of the SASG.
S/he will follow the WG’s discussions and, as needed, offer advice or identify specialized experts to be invited to offer input to the WG. Specifically, The WG will discuss:
i) problems of displaced persons and ways of addressing them ii) recovery of seized property and land iii) combating terrorism, and iv) national reconciliation and justice
Specifically, the Technical Adviser’s responsibilities will be the following:
• Attend the meetings and follow the discussions of the WG. • Provide oral inputs, as needed, during the meetings of the WG. • Prepare short notes and background papers to inform the discussions of the WG on an on-going basis. • Liaise with the members of the WG outside of its regular meetings to provide additional advice and information, as needed. • Liaise with the members of the WG to identify needs and opportunities for international expertise to contribute to the discussions. • Liaise with the Technical Experts attached to the other WGs to identify overlaps and possible contradictions in the discussions of the various WGs.
Requirements:
• have strong substantive background on national reconciliation transitional justice issues, especially as they pertain to Yemen • have strong communication, writing and analytical skills • have a strong understanding of dialogue processes • have worked in post-conflict or transitional situations • have strong interpersonal skills • Arabic language skills are highly desirable
