Purpose:
Under the general guidance of the Deputy Representative, you will be responsible for the development, implementation, monitoring and evaluation of the UNICEF supported infrastructure construction component.
Qualification:
Advanced degree in civil engineering, construction engineering, architecture or other relevant area.* At least 5 years’ experience in building construction project management, especially in large scale building programs and with both consultants and contacting practices. Experience in school construction in developing countries, especially in sub-Saharan Africa.
Knowledge of UNICEF procedures and systems, particularly project design and monitoring. Strong links in the humanitarian community, with experience working in less developed countries. Experience in working with communities in development programme. Knowledge of materials, methods, and the appropriate tools for environmentally appropriate construction. Computer skills, including specific software on architecture and construction. Experience working in the UN or other international development organization is an asset (IP). Experience in national level development assistance, and background / familiarity with emergency are assets. Fluency in French and English required. Knowledge of the local working conditions and languages of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expect Results:
- Fully participates in the Situation Analysis by collecting and compiling data, analyzing and evaluating information, and writing chapters on objectives, strategies and key results assigned to primary education in Chad; Provides quality inputs in the preparation of the sectoral documents for the CCA/UNDAF, the Country Programme Document (CPD), the Country Programme Action Plan (CPAP), the Annual Work Plans and other programme/project documents as required.
- Guides the dialogue with all stakeholders about the definition of child relevant construction models with a focus on the education sector using enterprise and community approaches; Prepares the annual construction implementation plan according to priorities agreed upon by the various sectors; Develops the workplan of the construction unit and monitoring compliance with the workplan to ensure objectives are met and results achieved; Coordinates with the Operations/Supply & Procurement section on UNICEF procedures for construction
- Prepares the technical documentation required for the tender processes and participates in the evaluation of the tenders and the drafting of the contracts.
- Ensures follow up of the construction activities; Undertakes regular visits to project sites and monitor progress made and assess local conditions and resources, including community inputs; Participates in intersectoral collaboration with other programme colleagues, contributes to teamwork and prepares relevant training materials for the purpose of capacity building, programme ownership and sustainability, as well as promotion and advocacy.
- Coordinates with operations section on supply and non supply assistance activities ensuring proper and timely Government and UNICEF accountability. Certifies disbursements of funds, monitors and submits financial status reports to Head of Sections concerned, the Deputy Representative and/or the Representative if required.
- Prepares and submits progress and/or status reports required for construction programme cost analysis and assessment; mid and annual reviews. Prepares infrastructure component of funding proposals
