Programme for Accessible health Communication and Education (PACE) seeks candidates for the position of Technical Adviser, Health Communication. This position is proposed for “USAID/Uganda Communication for Health Communities (CHC),” an innovative USAID-funded $50 Million award that aims to increase the adoption of healthy behaviors (including uptake of critical health services) through strengthened health communication for improved health outcomes.
PACE, an affiliate of PSI, is a dynamic country platform with programming in HIV prevention, child survival, family planning and reproductive health. The candidate will directly assist the Chief of Party (COP) in the design, roll-out and day-to-day management and implementation of health communication interventions. S/he will strengthen the capacity of platform programs, communications and research staff to design, implement and evaluate state-of- the-art evidence driven health communication initiatives that increase comprehensive knowledge and deepen understanding of priority health issues, promote positive health behaviors, and strengthen demand for key health services. In addition, S/he will lead the process of turning research into action.
The USAID solicitation for this project requires that "a minimum of four out of five key personnel positions for this proposal must be from either Uganda or the East African Region. Countries comprising the East African Region include Uganda, Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Somalia, and Southern Sudan." The position is based in Kampala, Uganda and reports to the Country Representative. The application deadline is December 21.

RESPONSIBILITIES:
• Provide technical leadership in developing and disseminating a strategic process for designing, implementing and monitoring health communication initiatives and activities according to PSI’s Perform framework and DELTA marketing planning process, and with clear behavioral objectives and outcomes; • Support CHC program staff and partners to develop, implement, monitor and evaluate evidence-based communications plans that use a combination of approaches, and are solidly grounded on behavioral theory and formative research; • Continuously strengthen the capacity of platform programs, communications, research and M&E staff, and of external GoU, and other service delivery partners in behavior change communications, and according to annual plans; • Lead annual DELTA, research and M&E planning and implementation across all health areas, according to platform and project priorities, and working effectively with the COP/DCOP, and M&E advisor; • Identify and pursue local and international best practices in innovative and cross-cutting communication initiatives around multiple health areas including HIV/AIDS, TB, malaria, nutrition, maternal and child health and family planning contributing to the adoption of tools and systems where applicable; • Develop, implement and monitor PR policy as well as local, national and international media relation strategies; • Represent PACE and CHC relevant senior staff in key high level technical working groups, meetings and conferences; • Contribute to the development of donor reporting, proposals, success stories, publications, etc. • Contribute to development and implementation of CHC strategic plans and participate actively in the platform Senior Management Team; • Perform any other responsibilities as requested by the CR, COP or CHC Senior Management Team

QUALIFICATIONS: • Masters in Public Health or equivalent post-graduate degree or experience, with specific emphasis on health communication, promotion and/or education.
• Minimum seven years experience with progressively increasing responsibility in: designing, managing and implementing complex, large scale health communication programs in developing countries involving multiple stakeholders and implementing partners • At least four years of work experience managing a team in a developing country • Demonstrated ability to build capacity in health communication with the public sector, civil society, and private sector in a cross cultural setting • Demonstrated experience contributing to quantitative and qualitative research formulation, interpretation and dissemination
• Experience in logical frameworks, marketing planning, and program management tools preferred • Ability to work effectively in partnership with a variety of audiences and organizations • Knowledge of cross-cutting public health issues (TB, HIV, maternal and child health and reproductive health) strongly preferred • Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential • Excellent writing, editorial, and communication skills • Must have strong writing and oral presentation skills and excellent command of English grammar and its usage
