Programme Summary The objective of the DFID-funded democratic Governance Support Programme, “DIÁLOGO – DIÁLOGO Local para a Boa Governação” Programme is to contribute to improved governance and accountability for Mozambican citizens in urban municipalities, so that citizens – particularly women and youth – know more, engage more, and vote with confidence and influence more in their municipal institutions. DIÁLOGO will provide financial and technical support to a range of organisations and institutions at the municipal and national level to improve the accountability and responsiveness of government at municipal and central level.
Scope of Work – Team Leader The DIÁLOGO Team Leader (TL), based in Maputo, is responsible for the strategic vision, overall delivery and results of the DIÁLOGO project. This is a national post with a political focus. S/he should hold both technical and programme management responsibility whilst serving as the principal liaison with DFID, consortium partners and Mozambican national and municipal level counterparts.
Tasks The Team Leader will: Be responsible for programme national outreach, local engagement, strategic planning, policy engagement, and project troubleshooting. Lead programme networking and institutional outreach. Supervise, manage, lead and oversee all Mozambican and international staff working on the project. Work with government institutions, including municipal councils and assemblies, to enhance engagement mechanisms and communication channels to improve governmental accountability. Conduct political risk analysis, and direct corresponding mitigation measures. Authorise all short-term technical assistance required by the project. Ensure quality of DIÁLOGO programme delivery through mentoring the DIÁLOGO team and through providing feedback on their performance as well as areas for improvement. Act as the lead interface with DFID in Mozambique. With substantial support from the Grants and Operations Manager, ensure project finances and management practices are in compliance with DAI and DFID contractual rules and regulations. Act as primary point of contact with DAI head office on programme implementation, budget, and personnel issues Direct and collaborate with DIÁLOGO’s consortium partners – CESC, COWI, EISA, IDS, and IREX and– on issues of overall programme strategy. Act as the primary liaison with other donors active in the sector.
Deliverables The TL holds ultimate responsibility for project delivery and results. S/he will: Provide senior level leadership and management in order to motivate the DIÁLOGO team to deliver a successful programme. Ensure delivery of all contractual deliverables in all programme areas. Provide timely and accurate programme and financial reporting to DFID on all programme areas, with support of the Grants and Operations Manager and the technical team Approve all short term technical assistant consultancies. Take overall responsibility for all DAI internal reporting systems including quarterly project reviews. With the support of the Grants and Operations Manager, hold ultimate project budget oversight, tracking and management to ensure programme profitability.
Qualifications/Competencies: • Minimum of 10 years’ experience in senior management positions in complex and dynamic international development programmes • Advanced degree preferred (e.g., Master’s degree) • Mozambican National • Fluency in Portuguese and high level of spoken English as well as excellent report writing skills in English required • Proven track record in developing and maintaining relationships with high level government officials • Experience managing international and national staff from diverse cultural backgrounds • Programme strategy development experience, including work planning activity budgeting, • Familiarity with Project management tools and monitoring (milestone planning, logframes, etc) • Long-term experience working with donors such as DFID, UNDP, World Bank • Strong skill set in reporting and monitoring and evaluation • Strong presentational skills required • Technical expertise in municipal governance, advocacy, civic participation, political science, and/or media development.
