We seek qualified candidates for the position of Project Manager II, Communication for Healthy Communities in Uganda.
Position Description: The Deputy Chief of Party (DCOP) will directly assist the COP in activity implementation and management of health communication interventions for a USAID-funded, 5-year, multi-million dollar health communication program in Uganda. The DCOP shall report directly to the COP, and will take over leadership and oversight of the activity in the absence of the COP. This position will be based in Kampala. Selection of final applicant is subject to USAID approval. The Project Manager II, Communication for Healthy Communities will: Provides program management oversight and leadership to the design, development, planning, implementation of project interventions; Ensure communication efforts are evidence-based, community-driven and in line with provisions of the award; Supports the COP in ensuring successful execution of project deliverables, with a focus on monitoring risk; Oversees the development and implementation of project workplans and budgets; Support COP in monitoring and ensuring overall quality of M&E and research efforts; Oversees the development of quarterly, annual and ad hoc program reports for donor and other stakeholders; Assists in identifying and resolving project issues and implements improvement plans to ensure project stays on schedule and within budget; Develop best practices and tools for project execution and management. Provides guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work and also to develop and implement process improvement plans; Ensures project staff receive necessary capacity building/training to deliver quality products; Works closely with COP to build, develop, and grow partnerships vital to the success of the project; Reviews sub-awards; Participates in developing strategic and implementation plans; Participates in any project special studies;
Minimal Requirements: Bachelor’s degree or its international equivalent in Public Health, Social Sciences or equivalent field. Master’s Degree or higher preferred. Minimum eight years of progressively increasing responsibility working in public health in the area of health communication, promotion and/or education. Ability to travel within country or region and internationally if needed. Experience in developing countries managing large-scale health communication activities; Depth and breadth of knowledge of and experience in health communication programming; Demonstrated management skills, including relevant experience in direct supervision of professional staff; Experience in multi-sector management and implementation; Experience in monitoring and evaluation as well as strategic planning, capacity building and team management; Demonstrated management experience managing multi-million dollar USAID-funded projects; Applied knowledge of public health, behavior change and communication in national or state-level donor projects in Uganda; Program management and implementation experience in Uganda; A solid understanding and appreciation of USAID and USAID project processes, procedures, rules and regulations; Strong written and verbal communication skills in English; Strong intercultural supervisory and team building skills and experience; Ability to work independently with initiative to manage high volume work flow; and Relevant computer software skills (including, at a minimum, the standard applications in MS Office). Demonstrated ability in managing partners and staff supervision;
