ICT MANAGER
The Information Support Team (IST) is based in Nairobi and Mogadishu, linked together by IT network via satellite. A vacancy has come free for an ICT manager who will be responsible for the overall planning, development, management and supervision of IST’s ICT infrastructure and provision and support of ITIL v3 compliant IT service. The ICT Manager will function as a technical focal point on all technical matters for the IST. He/she will be required provide operational support to the IST team, advise on the best use of technical facilities and developments in technology that could be introduced to enhance the production process and provide cost-effective solutions.
He/she will design and implement complex data and voice networks in accord to current industry standards by drafting statements of works, evaluation criteria, and evaluating contracted installations and service.
Other duties include but are not limited to:
• Analyzing information needs and specifying technology to meet those needs;
• Formulating and directing information and communication technology (ICT) strategies, policies and plans;
• Directing the selection and installation of ICT resources and the provision of user training;
• Directing ICT operations and setting priorities between system developments, maintenance and operations;
• Overseeing the overall security of ICT systems and compliance with security standards;
• Ensuring proper care and maintenance of all technical assets;
• Recommending corrective measures to improve service quality and operational performance;
Skills and competencies:
• Excellent hands-on technical training and problem solving skills;
• Outstanding knowledge of the operating characteristics of a wide-range of communications equipment used in various aspects of media, mass communications and public information;
• Excellent communication skills, including the ability to convey technical concepts and recommendations to non-technical staff at all levels, both orally and in writing, in a clear, concise style;
• Ability to organize, plan and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, Prioritize and plan activities taking into account all relevant issues such as deadlines, staffing and resources.
• Excellent Understanding of information technology systems.
• Proven experience in analog and digital recording, editing and balancing various types of sound, including speech and music and experience of using relevant computer systems and applications.
• Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
• Ability to adapt and work effectively with a variety of situations, individuals or groups;
• Ability to work on own initiative and as part of a team.
Qualifications
• Advanced university degree (Master's degree or equivalent) in information systems, information technology or similar field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree;
• ITIL v3 formal certification;
• COBIT, CCNA, CCNP, CISSP, MCSE are highly desirable professional IT certifications;
• PRINCE2 or PMBOK is considered essential.
Experience
• At least six years of proven working experience in the similar occupational area.
• Experience in ICT management position at international level is highly desirable.
