Purpose: Working across the organisation, accountable for conceptualizing, planning and implementing activities related to programme evaluations and operational research (E&OR). Responsible for the technical oversight and strategic leadership of Evaluation and Operations research activities at mothers2mothers consistent with international best practices. The E&OR Specialist reportsto the Senior Technical Advisor M&E and is based at m2m Head Office in Cape Town with opportunities for international travel (approximately 30\%).
1. Oversight of Program Evaluations and Operational Research Studies
- Oversees development and implementation of m2m E/ORstudies and projects
- Manages interdisciplinary project teams, staff and short term consultants to achieve E/OR activities, including capacity building through training and ongoing support
- Provides leadership on all aspects of studies from protocol development, data collection, data management and analyses, development and dissemination of findings through oral presentations and written reports
- Prepares research for peer-reviewed publication
- Liaises with internal and external review committees regarding E/OR studies and implementation
2. Advancement of m2m evaluation and operational research(E/OR) priorities
- Conceptualizes research ideas and priorities for funding opportunities
- Contributes to partnership/relationship development with universities and other external research bodies
- Advises on evaluation of routine and new programmatic activities and other organization evaluation needs
- Identifies, review and advises on research funding opportunities
- Develops annual E&OR work plan and budget
3. Co-ordinates and oversees programme evaluations and OR in all countries, including:
- Liaises with country teams on E/OR planning and co-ordination with stakeholders
- Develops E/OR concept papers and protocols
- Ensures methodologically sound study design & analysis, coordinating report writing & supporting dissemination
4. Contributes to other interdisciplinary initiatives and assignments in support of m2m E/OR
Qualifications and Experience:
- Master’s Degree in public health/related field with specialisation in Program Evaluation, Research or Epidemiology; Ph.D. advantageous
- Minimum 5 years’ work experience developing & implementing HIV M&E systems/ research in resource constrained country contexts
- Experience working on project evaluation and operations research in an NGOs environment
- Relevant experience collaborating with academic institutions, donor agencies, host governments & civil society in sub-Saharan Africa

- Strong quantitative & analytical skills, including the ability to manage, analyse and interpret data & present findings tailored to both technical & general audiences
- Advanced skills in MS Office applications & use of statistical software programmes for quantitative analysis (SPSS preferred)
- Other languages relevant to m2m’s programmes advantageous
