Electricity Regulatory Authority DIRECTOR ECONOMIC REGULATION

Electricity Regulatory Authority (ERA), an institution set up under the Electricity Act Cap 145, 1 999 to regulate the electricity sector in Uganda would like to recruit a qualified, competent and motivated person to fill the following position:- Job Title: DIRECTOR ECONOMIC REGULATION Contract Length: 5yrs Department: Economic Regulation Reports to: Chief Executive Officer Job Purpose Determining appropriate tariff structures and pricing levels for electricity sector operators and ensuring efficiency of their financial operations. Developing appropriate frameworks to ensure efficient electricity supply market structure Oversee sector planning activities for the short, medium and long term. Establish effective review and investigative procedures for operators based on comprehensive industry data and other relevant research. Determining and enforcing appropriate systems of economic regulation based on sound industry benchmarks Providing leadership and guidance that lead to a dynamic team of specialists in analysis, modelling and research in the department. Key Duties/Responsibilities: Undertake regular tariff reviews for licensees and advise on the appropriate tariffs. Develop and advise on the appropriate tariff structures and undertake regular assessments of the tariff implications. Carry out the financial and economic appraisal of applications for licensees. Monitor compliance to stipulated terms and conditions of the licensees. Create, manage & maintain a comprehensive database on all aspects of the electricity supply industry. Forecast electricity demand for the short, medium and long term & develop least cost generation plans. Monitoring the economic and commercial performance of regulated electricity suppliers. Mentor & provide technical support to staff within the Department to ensure they meet the commitments in the agreed work plans. • Determine and enforce appropriate systems of Economic Regulation, collecting and maintaining relevant records in order to recognize and analyse trends in utilities performance. • Coordination of regional electricity regulatory benchmarking & policy formulation initiatives. • Prepare & disseminate ESI performance reports. • Give advice to ERA on policies, strategies and procedures on pricing and tariffs and overall aspects of economic regulation. • Spearhead/conduct policy research on topical issues in the economy in general and the electricity sector in particular that would inform decision making by the Authority Finance/ Assets: Ensure prudent & effective utilization of resources disbursed to the Department. Resource Mobilization: •Spearhead the development of work plans & budgets for the Department. Public Relations: • Represents the Department in management meetings Staff Responsibility: Supervises all staff in the department & is responsible for their effective performance. Mentoring & coaching of staff within this Department. Any other official duties: As may be reasonably assigned to you by the Chief Executive Officer.\ Key Results Areas Policies and electricity tariff structures in place. An updated & comprehensive database on ESI. Monitoring compliance reports available. General Economic information available for sector regulation. Research publications/papers on ESI least cost generation and financing plans ESI Benchmarks.

Requirement: A minimum qualification of a Master's Degree in Quantitative Economics, Econometrics, Economics, Financial Economics, Finance and Accounting or equivalent from a recognized University. Desirable: Should be result oriented with very good communication skills. Should have good research & analytical skills Should have leadership skills & mentoring & coaching skills Related Jab Experience/Additional Skills Essential: Proficient in Economic and financial modelling. Should have at least 8 years working experience at a senior m level. At least 5 years be in the Electricity Supply Industry or an regulated industry. Strong report writing skills Should be at least 35 years of age.
