Organizational Setting:
The Humanitarian and Fragile Contexts Branch (HFCB) guide the development of UNFPA policy and strategy on emergency preparedness, humanitarian response and recovery, and ensures that the programming, monitoring and reporting processes are consistent with the policy. The Branch is responsible for placing the ICPD agenda into the emergency preparedness, crisis response and recovery agendas of partners working in humanitarian, transition and development frameworks. HFCB advocates among humanitarian agencies to include the ICPD agenda and to integrate the humanitarian concerns of population into the development agenda. HFCB ensures that humanitarian concerns are addressed in UNFPA’s strategic direction and integrated into the Fund’s technical support network and programme interventions, including the setting of policies, standards and norms and operating procedures. The HFCB facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the fund is well equipped to deal with fragile contexts
The responsibility of this post is to plan, direct and monitor the work of the branch including administering UNFPA’s emergency response fund and a variety of initiatives/project at the field level and at the global level in support of UNFPA’s work in conflict, post-conflict and natural disaster situations. This requires leading a team of professional and general service staff (HQ, Geneva, and a range of people in the operational aspects of emergency preparedness and response) to carry out the organizational objectives for emergency preparedness, crisis response and recovery programming, including supervision and technical, policy and administrative guidance.
Major Activities/Expected Results:
Under the supervision of the Director, Programme Division, the Chief, HFCB is responsible for the following tasks:
• Work with colleagues and partners to adapt UNFPA policies, procedures and programme strategies related to reproductive health, population and development, and gender, including development of guidelines, guidance notes, and new operational tools, for use in humanitarian and recovery situations, as well as prompting use of these tools by UNFPA and partners; • Managing and coordinating guidance and technical support to Country Offices, Sub-Regional Offices and Regional Offices, utilizing innovative approaches to programming; • Facilitating initiation of rapid response during emergency situations and operational support to field offices involved; • Planning and managing advocacy strategies for addressing reproductive health, gender and PDS issues during all phases of humanitarian response and recovery. • Determining and overseeing reproductive health and gender-related capacity building strategies and initiatives for the humanitarian community and UNFPA at large, including training activities; • Conceptualizing, drafting, negotiating and managing emergency and post-conflict related inter-country projects and setting standards for Country Offices and Regional Offices on development of country-level projects; • Representing UNFPA in selected interagency bodies, and with donors and partners, including negotiation of programmes ; • Developing strategies and providing leadership for resource mobilization for emergency and transition needs and monitoring donor support to UNFPA and reporting to inter-agency partnerships and mechanisms; • Managing the documentation, monitoring and evaluation of activities undertaken by UNFPA in response to emergencies, humanitarian crises, and recovery/transition periods; • Supporting UNFPA engagement with IASC; • Advising the Director, Programme Division on new partnerships and initiatives which would further UNFPA’s goals and objectives in this area.

Job Requirements:
• Advanced degree in Public Health, Social Sciences, Social Work or other related disciplines with specific training in humanitarian and/or programming, conflict and security, or demography; • 15 years of increasingly responsible experience of programme design and implementation, including significant experience in humanitarian or crisis settings, of which 5 years must be at the international level and 5 years at the national level. • Specialized knowledge and understanding of reproductive health, including HIV/AIDS prevention and basic demographic skills; • Solid understanding of the history and theory of humanitarian action, including the function of the UN system; • Strong knowledge of gender dimensions of conflict and natural disaster, as well as of humanitarian programming; • Awareness and understanding of internal and intrastate conflict patterns and theories of conflict mediation, peace building and national recovery; • Excellent communication and advocacy skills; • Strong proficiency in English, with excellent writing skills; any other UN languages (Arabic, Chinese, French, Russian or Spanish) desirable.
