Programme Officer:

Full-time position based in Kampala Purpose of the position

Based-on Oxfam strategic plan, further refine and implement Oxfam’s country policy and the one programme approach in close co-operation with the local partners and the other Oxfams. Program Officer reports to the Associate Country Director.

Main tasks

  • Takes initiatives to elaborate and implement the national policy priorities within the Oxfam (Novib) policy. Signals opportunities for local co-operation and (back-donor) financing that contribute to the goals of Oxfam (Novib). Develops and maintains partnerships.
  • Contributes to the development, implementation and monitoring of the annual contract, in co-operation with (inter) national organisations, to the development of the strategic partner portfolio, and the communication around this.
    1. Strategic development financing; Development and management of the portfolio of local partners and projects, including project proposal submissions and assessments, local partner identification and organizational assessments and monitoring and evaluation of project implementation by local partners.
    2. Institutional funding / project development; The development and implementation of projects and programmes back-donors (could) finance, including donor identification and project plan development, local partner assessment on capacity for external funding of Special Projects, external contract management and monitoring and pro-active communications between all stakeholders in external funding contracts.
    3. Thematic and/or policy priorities; Contribute to Oxfam thematic priorities and policy development including signalling local and regional opportunities for co-operation and partnerships as well as participate in (or lead) project groups developing thematic knowledge.

Requirement:

  • Completed an academic course in a discipline relevant to development cooperation;
  • Demonstrable recent and substantial work experience with. NGOs in the region in the fields of either Sustainable Livelihoods (including value chain development, micro finance, food security etc.)
  • or Social Rights/Participatory Governance (including health & educational rights, community development etc.);
  • Developed a vision on socio-economic and political developments in the region in relation to the globalisation process;
  • Experience in managing complex multi stake-holder programmes;
  • Experience in external fundraising and managing externally funded programmes;
  • Affinity with the Oxfam Novib priority themes, and you are able to analyse gender issues as cross-cutting themes in your programmes;
  • Excellent social skills and you are a team player.
  • Excellent communication skills;
  • An excellent command of spoken and written English.

Financial Administrator – Full-time position based in Gulu Purpose of the job

Reporting to the Programme Coordinator, the Financial Administrator

Main tasks

  • Contribute to and advise the Internet, Now! Programme Coordinator on how to implement effective financial and administrative systems and procedures including control mechanisms. To ensure that relevant policy and procedures documents are applied accurately, reviewed regularly and kept up to date; “
  • Periodically monitor Project spending of the 4 Project partners and performance of the Project office and revise where needed the (financial) planning in cooperation with the Internet Now! Programme Coordinator. To record this in the management information systems. In cooperation with the Internet Now! Programme Coordinator, prepare the reports for the Coordination Committee;
  • Arranges the execution of all Project office running costs and processes consultancy fees, salaries invoices, declarations etc in line with on the Project budget;
  • Carry out the administration of all data on payments and receipts; record all financial mutations. To reconcile bank and cash flow status and maintain contact with the bank regarding financial transactions;
  • Manage procurement and logistics functions to ensure full compliance and application of standard Oxfam Novib procurement procedures;
  • Ensure timely compliance with (financial). Project planning & budgeting, reporting and auditing requirements and co­ordinate with HQ Senior Financial Officer, the Finance Department / Q&C at HQ in The Hague, Financial Support Manager Oxfam CO and in- and external auditors to resolve any relevant issues;
  • Carry out (un)expected internal financial audits according to the accounting manual;
  • To review and analyze Oxfam Novib’s Project Office’s compliance with all local laws (e.g. tax registration and labour laws) and all leases. Ensures good record keeping of all contracts concluded by the Project Office; including planning of the use of vehicles and drivers;

Requirement:

You have
  • A recognised accountancy qualification;
  • A substantial prior accounting experience including budgeting, year-end accounting, provision and development of financial reporting, preferably in a development agency
  • A high level of initiative and a problem solving approach;
  • Attention to detail, ability to work under pressure and think and plan ahead;
  • Good communication and interpersonal skills on various levels: Internet Now! Project staff of the 4 Project partners, Oxfam Country Office in Kampala and Oxfam Novib Head Quarters in The Hague;
  • Understanding of ethics and codes of practice and IHL/ independence/impartiality, respect for Oxfam values;
  • An active commitment to promoting gender equity and the interests of marginalised people in all aspects of an organisation's work;
  • Fluency in spoken and written English and Luo;
  • Extensive Microsoft Office experience skills and experience with accounting packages;

Logistics - Full-time position based in Gulu

Reporting to the Program Coordinator, the logistics officer is

  • To ensure efficient support in logistics and security for the operations of the Project for the 4 Project partners;
  • To ensure efficient support in logistics and security for visitors to the Project;
  • To provide administrative and clerical support for running the Project Office;
  • To co-ordinate with Oxfam Country office Kampala on relevant logistics and security matters, such as Oxfam staff visiting the Project from abroad;

Main tasks

  • To ensure sufficient support in logistics of field operations by the Internet Now! project staff of the 4 Project partners including planning of the use of vehicles and drivers;
  • To monitor and ensure adherence with safety regulations (security, first aid equipment and fire safety) for the Project office and for the operations in the field of the Internet Now! project staff of the 4 Project partners;
  • To provide or facilitate first aid response to Internet Now! project staff of the 4 Project partners or visitors to the Project; ^
  • To facilitate where necessary in logistical arrangements for visitors to the Project, including HQ staff of the 4 Project partners, Oxfam Country Office Kampala, consultants and other visitors to the Internet Now! Project;
  • To facilitate logistical arrangements for Internet Now! project staff of the 4 Project partners traveling abroad such as transportation, travel, accommodation, visas etc.;
  • To make logistical arrangements for seminars and workshops for the Project such as transportation, travel, accommodation, meals, visas etc.;
  • To arrange the procurement process for the Project according to the procurement procedures, after consultation and approval by the Oxfam Novib Internet Now! Programme.
  • To initiate new ideas and methods for the improvements of ‘ the logistics systems and processes;
  • To maintain a Fixed Assets register for the Internet Now! Project office;
  • To provide general office administrative and clerical support such as managing daily petty cash payments, photocopies, packing materials and small repairs and maintenances.
  • To carry out messenger duties and errands for the benefit of the entire office;
  • To perform any other relevant duties as at the request of the Oxfam Novib Internet Now! Programme Coordinator

Requirement:

You have
  • Minimal 4 years of experience working in an office environment preferably in a context of development work;
  • A problem solving approach;
  • Demonstrable integrity, assertiveness, flexibility, accuracy and the ability to cope with pressure;
  • Experience and knowledge of security management;
  • A valid first aid certificate;

Finance & Support Manager

Uganda & Rwanda: Based in Kampala, Uganda Purpose of the position

The Finance & Support Manager is responsible for the financial and administration management of the country office for Uganda and Rwanda. He/she ensures, the compliance of financial and administrative procedures with the standards as set by Oxfam (Novib) and external donors. The Finance & Support manager reports to the Country Director in Uganda.

Main tasks

  • You report to and advise the Country Director on financial and administrative aspects of office management, as well as of financial management of (externally funded) programmes and projects.
  • You ensure the development and implementation of the financial and administrative and IT systems and procedures including control mechanisms, in compliance with those at head quarters (HQ), Oxfam and external donors.
  • You will ensure that relevant policies and procedures are accurately applied, regularly reviewed and kept up to date.
  • You keep the management information systems updated and prepare the field office input for the Balance Score Card (BSC).
  • You plan and monitor the budget for office running and (externally funded) programmes.
  • You coordinate the administrative organisation of the Country Office.
  • You liaise with your peers from other Oxfam affiliates in country to advise and implement CLT decisions on shared services and related SMS coordination and ensure cost efficiency.
  • You oversee the management of procurement and logistics functions to ensure full compliance with and application of the relevant Oxfam Novib and/or donor procurement procedures.
  • You ensure timely compliance with financial planning and budgeting, reporting and auditing requirements of Oxfam Novib and external donors and liaise with the Financial Officer, the relevant departments at HQ in The Hague and in- and external auditors to resolve any relevant issues.

  • You are responsible for preparing budgets and all financial requirements for proposals submitted to external donors.
  • You are HR responsible for the support and administrative staff of the ON staff in the Field Office, which means that you manage the staff on a day to day to basis. This includes having work meetings doing the yearly performance interviews, co-ordinating and advising on the recruitment and selection procedure for new staff, and team building.

Requirement:

You have
  • a relevant (bachelor) degree in finance and administration;
  • 5 years of relevant work experience in a senior financial management position within an international context;
  • extensive knowledge of financial and administrative systems;
  • at least 5 years experience in managing a multi-cultural team;
  • experience in procurement and logistics;
  • Proven experience in systems design and set ups.
  • You demonstrate strong team working competences.
  • proven experience in managing projects funded by international / external donors.
  • excellent coaching skills to support own staff as well as local partners;
  • proven ability to communicate with a wide range of actors ( from local partners to local administration and tax officers);
  • Excellent communications skills in English.
