Vacancy Title: CO-DIRECTOR MEDICAL EDUCATION
Overall Responsibilities:
The Co-Director of Medical Education & Training position is a shared position for a Rwandan physician working closely with an American physician to help achieve a strategic goal of advancing medical education and training while learning from one another and engaging in skills transfer. Together, the Co-Directors are responsible for ensuring that IMB-supported health centers and hospitals are delivering high quality clinical care, serving as hubs of academic excellence in Rwanda, and producing quality health care training initiatives that are in line with the Ministry of Health (MOH) priorities and that have the potential to be scaled up nationally. In particular, the Co-Director of Medical Education & Training will serve as a key link between the MOH and IMB and will share several key responsibilities.
1) To provide overall strategic and operational support to the IMB training program, and to supervise the district training teams, assisting in the development and management of the annual training work-plan (clinical and non-clinical trainings) for all three IMB-supported districts in Rwanda (Southern Kayonza, Kirehe, and Burera). This includes contributing to the design of curricula and other training materials to be used at IMB sites with the potential to be scaled up nationally. Additionally, the training teams are responsible for ensuring adequate monitoring and evaluation of all trainings supported by IMB.
2) To supervise the FAMCO program manager and the District Clinical Advisors (DCAs). The FAMCO program manager is responsible for developing and coordinating the Family Medicine and Community Health Residency at IMB-supported sites. The DCAs serve as clinical advisors and educators at the IMB-supported sites.
3) To supervise the MESH (Mentoring and Enhanced Supervision) team. The MESH program is responsible for improving the quality of clinical care delivered at IMB supported health centers in IMAI, IMCI, Infectious Disease, and Women’s Health.
4) To supervise the Nurse Educator team. The Nurse Educator team is responsible for performing nursing needs assessment and implementing training programs for nurses at IMB-supported sites.
5) To work with hospital Medical Directors and management teams to ensure that high quality clinical care is delivered, and that our sites are sites of academic excellence that host Rwandan nursing students, medical students, and residents. This will also entail working with IMBDCAs to ensure that (a) quality improvement committees in each hospital are active; and (b) teaching curricula for nurses and physicians are developed and implemented.
6) To form close partnerships with the Rwandan MOH, the national health related graduate schools, and US-based academic institutions, including through the Human Resources for Health (HRH) project, that enable IMB-supported districts to serve as models for Rwanda’s national strategic plan targeting human resources for health.
7) To ensure close communication, coordination and integration between relevant program teams and the training department. To identify and facilitate opportunities that strengthen relationships between IMB and MOH departments and programs, and that continue to expand the value-added services provided by the training department.
8) To assist with clinical and programmatic input as needed;
Specific Tasks and Responsibilities:
Management of the Training, FAMCO, Nurse Education, and MESH Programs:
1) Ensuring the development of a clear annual work-plan that is closely followed and updated accordingly. This includes responsibility for community health worker trainings, as well as other non-clinical trainings such as management training of staff, patient education, peer education, etc.
2) Ensuring that the budget is followed and updated as necessary. Approving necessary changes to enable IMB resources to be used effectively.
3) Actively engaging these cross-cutting programs with other clinical programs to ensure their work is not “siloed.”
4) Providing individual feedback and advocating for training needs and prospects of employees.
5) Ensuring smooth operations of the training department, including daily management of the training program and mentoring of the training team.
6) Ensuring that the training team functions as an expert technical unit, by implementing evidence-based methodologies and pedagogy.
Quality Improvement and Academic Excellence in our 3 Teaching Hospitals:
1) Mentoring and coordinating the activities of our District Clinical Advisors.
2) Ensuring that there are active QI improvement committees at all three hospitals engaging in PDSA (plan-do-study-act) cycles.
3) Working with District Clinical Directors to ensure they are rounding regularly and addressing systems issues; inquiring regularly about the availability of lab reagents, pharmaceuticals, and tests that should be readily accessible at our three sites.
4) Working with our partners in the district and central government towards receiving accreditation/national certification for IMB trainings and curricula by the relevant institutional bodies.
Forming and Maintaining Close Partnerships with Rwandan Medical and Public Health Graduate Schools and US-academic institutions
1) Ensuring that US-based residents from the Global Health Equity program at Brigham and Women’s Hospital meet their educational goals when rotating in IMB-supported districts.
2) Forming close partnerships with the Rwandan MOH and health related graduate schools.
3) Serving as point person for IMB regarding HRH program initiatives.
4) Ensuring that IMB-supported districts serve Rwanda’s national strategic plan targeting human resources for health by serving as training sites for Rwandan health care providers based in non-IMB supported districts and for students from the medical school and nursing school.
5) Compiling and submitting reports to the Director of Training (Boston) and the IMB clinical director.
6) Providing technical expertise to the MOH in the development and implementation of Rwanda’s national strategic plan targeting human resources for health.
7) Seeking funding opportunities to drive training innovations and implement medical education and training initiatives in IMB-supported districts and to lead the conceptualizing and writing process leading to submission of proposals.
8) Fostering the creation of academic partnerships between local and US-based academic institutions leveraging resources available overseas towards the capacity building of Rwandan health care providers.
Job profile requirements
- Licensed Rwandan physician, preferably with postgraduate training, with interest in clinical teaching and experience in medical education.
- Degree in public health and/or human resource management or related field a plus.
- Fluency in English and Kinyarwanda; knowledge of French a plus.
- Demonstrated passion for training and education, with knowledge of adult education learning techniques.
- Strong communication skills, administrative skills, and proven leadership and organizational skills.
- Willingness to be based in rural Rwanda with frequent travel to Kigali and IMB-supported sites.
- Ability to work under pressure, prioritize workflow, exercise diplomacy and good judgment.
- Commitment to health and social justice;
