Exact Job Location: Nairobi with frequent travel to Somaliland and Mogadishu
Reports To: Country Director Somalia/Somaliland Programme
Responsible For: Programme Development Officer (Nairobi), Monitoring and Evaluation Officer (Mogadishu)
Liaises With: ACD Programmes (Mogadishu), Emergency Coordinator, other Somalia/Somaliland staff as relevant; CW Head Office Regional Desk in Dublin, technical advisers, other relevant staff at head office, U.K. and U.S.A. offices; other NGOs, U.N. agencies, government representatives, etc.
Job Purpose: As a member of the Concern Somalia/Somaliland Senior Management Team, the ACD contributes to the management of the country programme with specific responsibility for
• Programme development including implementation of the country strategic planning process and management of monitoring and evaluation systems; • Overseeing the integration of sector programming and the link between emergency and development work in both Somaliland and South Central Somalia in collaboration with the Emergency Coordinator, Assistant Country Director for Programmes, Area Manager and Programme Managers; • In absence of the Country Director, delegated responsibility for the Nairobi support office including representation as requested
Main Duties & Responsibilities: Senior Management • Assist the Country Director in the overall management, implementation and development of the country programme • Through active participation in the Senior Management Team (SMT), be responsible for effective integration of programmes, programme development, including monitoring and evaluation • Co-facilitate the development of the country strategic plan and support its successful implementation • Oversee the management of all grants for Somalia/ Somaliland in collaboration with the ACDP, EC, Area Manager and Programme Managers
Programme Quality, Monitoring & Evaluation • Develop a monitoring and evaluation framework for Concern’s programmes and manage its successful implementation • Guide and support program staff in design and preparation of project concept notes and proposals for new projects including initial assessments, baseline data collection, establishing targets and SMART indicators. • Ensure that there is quality monitoring data collection and data analysis for Concern’s programmes from baseline to endline • Facilitate/support selection process of consultants for evaluations, assessment and reviews of Somalia/Somaliland programmes. • Facilitate programme reviews and evaluations and ensure that recommendations are incorporated into programmes • Ensure timely preparation and submission of programme budgets and subsequent budget revisions • Oversee effective financial management of expenditure in accordance with approved budget revisions and donor procedures by budget holders • Help improve the programme/project based reporting and monitoring systems in line with Concern’s PM&E Guide. • Liaise with SAL technical advisors and consultants to ensure correct technical expertise is available to the programme. • Provide recommendations to the Assistant Country Director (ACD P) and Emergency Coordinator (EC) on improving quality of programming particularly focusing on integration, M&E and results • Ensure where possible that the country programme’s emergency response work is linked with development programmes • In collaboration with the Emergency Coordinator and the Assistant Country Director for Programmes, ensure that all relevant programmes are designed, managed and implemented in conformity with Concern’s policies and strategies. • Promote and ensure accountability to all relevant stakeholders with regard to programmes, etc. for which this post is responsible. • Be responsible for ensuring the country team are kept up to date on best practices in the fields of development and humanitarian work • Ensure achievement of the results/outcomes outlined in the multi-annual integrated programme in line with the Results Framework (submitted to Irish Aid) and relevant proposals. • Ensure effective integration of the different sector components in the above (e.g. Food, Income & Markets; WASH) and cross-cutting issues such as equality, HIV&AIDS and DRR. • Manage the compilation of programme briefing papers including lessons learned, position papers etc.
Human Resources • Manage relevant staff and ensure their ongoing development, including ensuring the implementation of Performance Development Review systems and building the management capacity of programme/project managers. • Ensure staff comply with the Programme Participants Protection Policy and Code of Conduct • Capacity building/training responsibilities for direct reports
Nairobi Office Support • In absence of the CD, act as the focal point for the Somalia/Somaliland country programme in the Nairobi support office • In conjunction with the CD, network and build relations with donors, UN Agencies and other NGOs • Represent Concern in relevant coordination meetings including clusters and sectors.
Advocacy & Representation • Advice the SMT on appropriate advocacy actions for Somalia/ Somaliland including on advocacy initiatives being undertaken by the NGO Consortium and other NGOs • Manage the preparation of position papers, advocacy statements, program reviews as per CD requests • Following CD’s approval, liaise with Concern’s London, Dublin and US offices on appropriate advocacy approaches and issues for Concern Somalia. Keep them regularly updated on the situation on the ground and key advocacy messages. • In collaboration with the Humanitarian Policy Officer in the UK and advocacy staff in Nairobi, review the advocacy strategy on an annual basis • As agreed with the CD – represent the Country Program with donors, UN and other actors working in Somalia • Promote linkages and exchange information with donors, NGOs and UN to promote the profile of Concern
PERSON SPECIFICATION ESSENTIAL Education, Qualifications & Experience Required:
• Masters level qualification in Development Studies, programme management or other relevant course of studies. • At least 5 years overseas experience with significant programme management experience • Experience of budgetary management and exposure to systems such as HR, Logistics, Administration • Ability to represent an organisation at senior government, agency, etc. levels and engage in advocacy • Experience of emergency preparedness and response work • Ability to ensure accountability to all stakeholders, but particularly to the communities and people with whom we work • Strong experience of M&E • Knowledge of latest theories and best practice in the field of development and humanitarian work with a particular focus on resilience
DESIRABLE Education, Qualifications & Experience Required: Significant experience in an insecure environment Experience of managing livelihoods, WASH programmes. Knowledge and experience of Results Based Management. Knowledge and experience of Integrated programming
