Program Overview | ||||||
The UK Department for International Development (DFID) has released a tender for a consortium to strengthen basic health service provision in the DRC in at least 30 health zones in up to four provinces, improving access to primary and secondary care for at least 3.5 million people over the period 2013 – 2018. | ||||||
Position Purpose | ||||||
Pathfinder International seeks an experienced Senior Technical Advisor /Commodities Logistics Manager (CLM) for reproductive, maternal, neonatal, child health (RMNCH) activities for the consortium, which is comprised of Pathfinder International and two other Technical Partners. The project will be heavily focused on building the capacity of community-level reproductive, maternal, neonatal, child health (RMNCH) service delivery mechanisms while re-enforcing the Ministry of Health’s (MSP) ability to create policy and guidelines that lead to health service delivery improvements. The CLM will provide technical assistance to increase community and the national health system’s capacity to procure and manage health commodities with a focus on contraceptive commodities. In coordination with the consortium, the Sr. Technical Advisor/CLM will provide technical assistance to strengthen these systems which includes training of trainers in logistics, commodities procurement and management of stock. In addition, the CLM may be required to oversee the development of appropriate storage facilities for commodities, including the use of solar panel technology. The position is contingent upon program award and available funding. | ||||||
Key Responsibilities | ||||||
· Coordination of all program logistics; review and strengthen country procedures and policies for the management of the supply chain (including procurement and storage). · Organize training for relevant staff for effective implementation of these procedures. · Ensure effective supply chain by setting up efficient order management systems; encourage decentralized procurement and storage and work with local management to ensure adequate control systems are in place. · Ensure procurement practices are compliant with Pathfinder International and donor regulations. · Ensure the most cost effective and reliable means of transport are used for the timely delivery of supplies to projects. · Monitor storage and issue of transit and centralized stocks. · Identify and manage technically local contractors and consultants to provide technical assistance in contraceptive logistics management and contraceptive procurement options, as required to prevent stockouts. | ||||||
Basic Requirements (Candidates must meet basic requirements to be considered for this job) | ||||||
· MBA or equivalent (Preferably Supply Chain or Logistics specialized) · At least 7-10 years’ experience managing complex medical logistics operations at scale in Africa and in challenging environments with limited resources. · Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies. · Substantial experience in supply chain management in an emergency and transitional environment including procurement, transport and distribution, warehouse and stock management. · Experience in building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans. · Management of staff including local nationals, consultants and short term technical assistance. · Excellent management and communications skills. · Ability to establish partnerships and networks. · Ability to work independently to a high professional standard. · Sensitive to the cultural & political environment. · Fluency in English and French is required. · Advanced Microsoft Office skills. | ||||||
Preferred Qualifications | ||||||
· Experience working in the DRC or in a conflict zone preferred. |
