Contract Length: 2 years Date Needed By: 1st July 2012 New Post or Replacement: New Post Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Nsanje, Malawi Reports To: FIM Co-ordinator Responsible For: Nsanje FIM PSOs, Nsanje Support Staff (cashier, office assistant, drivers) Liaises With: Education Programme Manager, Health and Nutrition Co-ordinator, FIM local implementing partners. Job Purpose: To oversee the successful implementation of the FIM programme in Nsanje, ensuring that the programme is implemented in accordance to agreed objectives and timelines; while ensuring that the necessary support functions are running effectively to support the achievement of the delivery of the FIM and Education programmes.
Main Duties & Responsibilities: • Lead the development, implementation and monitoring of Concern’s FIM programme in Nsanje, in line with best practices and Concern policy. • Develop, together with the FIM District Manager, staff training and capacity building plans • Advise national staff on methodologies for agriculture extension, improved agriculture techniques and farmer group/association formation • Facilitate linkages to NGOs, micro-finance institutions, community based organizations and private sector operating in Nsanje for effective project coordination and synergy for implementation. • To ensure that cross-cutting themes are mainstreamed appropriately across the FIM programme. • Liaise and work closely with the FIM Coordinator and the ACD Programmes on programme issue • Work closely with health and nutrition programme staff to integrate nutrition into agriculture projects
• Facilitate the smooth implementation of studies, assessments and surveys performed by researchers/consultants in Nsanje. • Ensure that all interventions that form part of the Nsanje FIM programme follow the project cycle as defined by Concern. This includes carrying out Contextual Analysis, baseline survey, mid-term review, end-line survey and final evaluation while monitoring takes place throughout the implementation timeline.
• Ensure that Results Frameworks and Monitoring plans are developed and implemented. • Oversee the use of real time monitoring with digital data gathering technology • Ensure that all learning is used for the improvement of the programme and higher positive impact on the extreme poor. • Provide technical and strategic direction in relation to FIM within the programme • Undertake regular monitoring and support visits to programme sites, providing feedback to staff, and closely monitor the follow up recommendations • Lead the preparation of programme, ensuring that they are aligned to programme plans, activities, results framework etc. • Track programme expenditure through monthly management accounts prepared by Finance, making necessary adjustments to programme activities and future budget revisions to ensure that programmes and support functions are managed in line with agreed programme objectives
• Contribute to the development, roll out and review of the Country Strategic Plan • Provide internal monthly reports to FIM Coordinator and develop routine FIM reports to Concern and donor standards and requirements.
Systems Development and Management: • Oversee compliance to Concern and donor policies, procedures and procurement requirements • Develop, review and maintain management systems that support effective and efficient implementation of FIM and Education programmes in Nsanje • Overall responsibility for management of Nsanje office, including the overall financial budgeting and expenditures, staff management, administration, security, logistics and IT, ensuring systems and procedures are in place and adhered to • Support HR to recruit, manage and support programme staff in ensuring that there are clearly defined roles • Line manage 4 PSOs and the Finance & Administration Officer • Conduct Performance and Development Review for direct reports, in a timely manner • Ensure staff comply to the Programme Participants Protection Policy (P4) and Code of Conduct
Safety and Security: • Take the lead on ensuring that the Security Management Plan (SMP) is implemented • Report all security related issues to the CD and Security Contact Point • Ensure the external security company at the office and residence are performing in line with their contractual agreement.
Representation and Networking: • Represent Concern Malawi at inter-agency and coordination meetings pertaining to the Nsanje FIM programme • Represent Concern Malawi at relevant local government and traditional
PERSON SPECIFICATION ESSENTIAL Education, Qualifications & Experience Required:
• A third level degree in an agronomy, natural resource management, rural development, project management or other related professional field • At least 2 years’ experience in NGO development work in INGOs at Programme Coordinator/Management level • Experience in overseeing systems such as HR, Logistics, Administration, Finance • Demonstrated experience of representing an international NGO with local authorities, government, civil society, donors and other stakeholders at a high level • Experience in implementing FIM activities or providing management support to technical specialists in these areas • Demonstrated experience of best practice in programme design • Experience of working in remote locations • Good negotiation and communication skills • Experience of mentoring, supporting and training staff • Ability to work with distant supervision • Cross cultural awareness and sensitivity to cultural differences
DESIRABLE Education, Qualifications & Experience Required: • Masters in Programme Management, planning or related thematic subject (FIM). • Demonstrated expertise in one or more of the following areas: community development, food security, capacity building, working with partners, rights based approaches
