JOB DESCRIPTION
Job Title: Project Accountant & Administrative Officer
Job Category: Project Staff
Accountable to: Finance officer through the Project Manager
Organization Unit: IGAD Secretariat (Regional Political Integration & Human Security Support Program (PIHSSP)
Job Summary:
Oversee the proper processing of financial transactions; as well as maintenance of records of the (RPIHSSP) ensure accurate recording and reporting of financial information. Produce financial statements, analyze financial information and provide advice on financial matters. Establish and maintain effective accounting control systems, carry out administrative activities for the RPIHSSP according to project procedures.
Duties and Responsibilities
Under the overall supervision of the Program Manager –Health And Social Development, the candidate is expected to;
Financial Transactions
1. Handle all financial functions related to financial transactions of the Project office;
2. Verify the existence of adequate and reliable supporting documents for
Commitments, payments and any recoveries;
3. Verify the contractual and financial details of each invoice, payment requests and interim or final itemized statement of account;
4. Assist in the preparation and monitoring of annual budget;
5. Prepare payroll, update lists of staff and their pay, Receive, verify and process staff claims, and prepare payroll;
6. Prepare Payment Orders;
Accounting
7. Ensure the smooth and timely disbursement of funds;
8. Prepare documentation for audit purposes; produce audit working papers as required;
9. Research and document explanations of significant budget variances on a periodic basis;
Administration
10. Manage staff annual leave; verify, process and update leave records;
11. Receive purchase requests, analyze and verify suppliers’ quotations and or pro forma invoices; and process purchase of goods and services;
12. Manage fixed asset records and register updates;
13. Manage requests for repair and maintenance of vehicles, fuel, tools and equipment, and ensure that annual insurance renewal for vehicles is done on time;
14. Review and verify vehicle log books and take necessary action for repair and maintenance of vehicle, fuel supply and carry out transport analysis and summary;
15. Respond to communication on the project with consultation with the project Manager
16. Arrange for project workshops and meetings
17. Liaise with member states on the project with consultation with the project manager
Reporting
18. Prepare timely and accurate periodic financial reports
19. Participate in periodic financial reviews as appropriate.
20. Perform any other related duties as may be assigned by the project manager from time to time.
EDUCATION AND EXPERIENCE:
• Masters Degree in finance/accounting/economics;
• Qualification in Certified Public Accounting/Association of Certified Public Accountants
• Experience in managing EDF funded projects or equivalent
• Minimum of 3 years of post prof3essional qualifications
• Knowledge & skills in application dn sue of an accounting software. Sun systems accounting software will be an added advantage
• Ability to work in a multi cultural environment
• Good written and verbal communication skills coupled with strong organizational skills.
• Ability to work independently, take initiative and set priorities.
