POSITION SUMMARY
Adeso is seeking a qualified and committed individual to join the team as an ICT Officer for all operations in Somalia. Based in Bosasso, with frequent travelling to other Somalia offices, the ICT Officer will be a full-time member of the Adeso team. The ICT Officer is expected to build and maintain an efficient and high-performance working environment, enabling employees to enjoy all the benefits that today’s Information and Communication Technology can bring to a dynamic and geographically, culturally and functionally diverse organization such as Adeso.
POSITION PURPOSE
Main objectives of the position are to maintain optimal working condition of all the hardware, software and communication systems (the ICT Infrastructure), provide technical support and develop ICT competence of staff, through induction, guidance and training, perform ICT related administration duties and provide support to the Logistics function in ICT related matters. These tasks should be performed in accordance with Adeso’s ICT Policy also in coordination with the ICT Manager and the Somalia management team.
SPECIFIC ROLES AND RESPONSIBILITIES ICT Infrastructure: In coordination with the ICT Manager, maintain Adeso ICT Infrastructure, keeping it in optimal working condition and compliant with Adeso ICT Policy, through installation, proper configuration, regular updates, preventive maintenance, service, files backup/archiving, systems backup and disaster recovery. The Adeso ICT Infrastructure includes (but is not limited to):
a. Power supply and uninterrupted power supply (UPS) systems: power cabling, power sockets, extension cables, earth/fuses, power surge protectors, power stabilizers, inverters, batteries and digit UPSs (i.e. individual UPSs). b. Local Area Network: Ethernet structured cabling and data-points, hubs, switches, routers, wireless access points, wireless routers, Internet gateways/firewalls. c. Servers hardware and software: any server-grade personal computer running Microsoft Windows Server (2003, 2008, Standard Edition, or higher) with associated server roles and features such as Active Directory Domain Services, Application Server, DHCP Server, DNS Server, File Services, Print Services, Terminal Services, Web server (IIS), Database Server, Windows Deployment Service, Windows Server Update Service, etc; as well as user and computer accounts, access rights and permissions, Group Policy Objects and Preferences. d. Workstations hardware and software: laptops, desktops or any other workstation-grade personal computer running Microsoft Windows 7 Professional (or higher) including the standard set of software suites and utilities such as Microsoft Office, Kaspersky Anti-Virus, various digital-media utilities (PDF, Flash, etc.), file compression, archiving, synchronization tools, etc; also special personal computer types such as net-books, tablets, smart-phones, etc. with their special operating systems and software applications. e. Printers / Scanners / Copiers (multifunctional printers) and any software required for the utilization and sharing of this equipment (i.e. drivers, setup/diagnostic utilities, etc). f. Internet link: V-SAT, WiMax/microwave, fiber/coax cable, GSM types; and any software required for the utilization and sharing of the Internet link. g. Communication Equipment: fixed/mobile phone lines integrated into the office PABX and phone extensions, mobile phones (incl. smart-phones), satellite phones, radio communication, satellite TV receivers; and any software required for the utilization of this equipment. h. Special Software Systems such as: • Files backup software, including server and workstations files backup, archiving, recovery and off-site files backup; also system recovery tools for servers and workstations. • E-mail systems, including internally hosted (i.e. Microsoft Exchange, etc.) and externally hosted (i.e. Google Apps for Non-Profits, Google sync tools, etc.) systems. • Web / Intranet systems (i.e. Word-Press or other externally hosted CMS/DMS). • On-line (cloud) collaboration tools (i.e. Google Drive, Drop-Box, etc). • Enterprise Resource Planning systems and individual business management software systems. • Other software systems for special purposes such as M&E, Project Management, CAD and Graphical Design, GIS, various communication tools (IM, video-conferencing, etc) and other. i. Tools, cleaning equipment and other ICT related accessories (i.e. external disks, flash disks, digital cameras, GPS devices, etc).
Technical Support: In coordination with the ICT Manager, maintain the ICT Help-Desk function, including (but not limited to) receiving, assessment, prioritization, scheduling of support requests, actual work on resolving problems, obtaining external (2nd level) support, progress updates, escalation, documentation, archiving and maintenance of Knowledge Base, thus providing technical support to Adeso staff in relation to these functional areas of ICT:
a. Access to files/printers/scanners and other equipment shared on local area network b. Access to Internet c. Correct function of personal computers and servers hardware and software d. Correct function of all special software systems e. Correct function of all communication equipment, i.e. PABX and phone extensions, mobile phones (incl. smart-phones), satellite phones, radio communication and tools/accessories; also any communication software f. Correct function of any other electronic equipment (i.e. external disks, digital cameras, digital media players/recorders, GPS devices, satellite TV equipment, etc).
ICT Administration: In coordination with the ICT Manager perform these ICT Administration duties: a. ICT Assets Management: • Maintain ICT Assets Register • Manage ICT Assets Tracking (i.e. receiving, storing, allocation to staff, replacement/returns, staff clearance, sale, disposal) • Manage ICT Store and perpetual stock takes (inventory checks) • Manage Warranties and Insurance of ICT Assets • Manage Upgrades, Preventive Maintenance and Service of ICT Assets b. Perpetual Billing: • Office fixed and mobile phone bills • Staff mobile phone and GSM modem bills • Satellite phone bills • Internet link bills • Radio and other communication licenses renewals • Software licenses renewals • Hosting Services bills (i.e. web hosting, domain name registration, etc.) • Subscriptions for ICT related services (i.e. online forums, satellite TV, etc.) c. Replenishment of consumables: • office stationary and consumable digital media (CD/DVD-R/RW) • Printer toners • Cleaning materials d. Management of shared Contacts and Calendar
ICT Training and Induction of Adeso staff: In coordination with the ICT Manager and Human Resources Department provide various ICT related trainings (i.e. basic ICT competence/skills, ICT policies and guidelines on proper use of ICT resources, etc) , also perform ICT Induction for new Adeso staff.
Support to Logistics function: In coordination with the ICT Manager and Logistics Department provide assistance with logistics/procurement tasks, related to the ICT Infrastructure, such as: a. Provide recommendations on hardware and software specifications b. Identify and assess capacity/quality of local suppliers and service providers c. Obtain quotations related to local ICT Infrastructure procurement d. Follow-up with local suppliers/service providers on delivery of purchased ICT goods/services
Any other relevant duty in accordance with the Adeso ICT Policy, delegated by any Director or ICT Manager. Where applicable, coordinate and supervise the ICT Assistants or ICT Interns in completing delegated work in relation to these duties. Also liaise with other relevant Adeso staff, suppliers, service providers, consultants and obtain input and/or assistance required for accomplishing this duty.
SKILLS AND QUALIFICATIONS
Advanced University degree in an ICT related discipline. Minimum 5 years relevant working experience in a similar position. Excellent inter-personal and general communication skills. Ability to work with minimum supervision in a multi-cultural environment. Fluent spoken and written English, fluent spoken Somali and Arabic is preferable.
