MAIN OBJECTIVES OF POSITION
Supports the Head of Mission through delegated tasks and responsibilities. Assumes the Head of Mission position in case of absence of the Head of mission.
RESPONSIBILITIES
• Represents and speaks in the name of MSF OCBA in the Country/Mission (authorities, public opinion, mass media, governmental and non-governmental bodies, etc.) upon request of the Head of Mission • Participates active in planning, supervision, monitoring and follow up, together with the Mission Coordination Team (MCT), of all aspects of the projects, according to MSF OCBA operational policy, MSF OCBA general policies and main strategic lines. •Participates in the analysis of the political, economic and social context of the Country/Mission and its consequences on the life, health and dignity of the population of the Country and provides reports and regular updates on the situation. • Participates in the management of the security in the mission.
• Defends MSF ethical and general principles and values, particularly the proper management of all human resources and the proper use of material and financial resources. • Promotes humanitarian principles and the development of associative dimension in MSF. • Is part of the Mission Coordination Team (MCT) • Ensures the coordination of the mission and fully assumes Head of Mission tasks and responsibilities in case of absence/gap of the Head of Mission.
TASKS
Representation, Communication, Positioning • Assists and represents MSF OCBA at all levels (officials, civil and military authorities, other NGOs, civil society, UN agencies, donors, other MSF Sections) upon request of the Head of Mission. • Carries out a permanent analysis and provides regular reports on the political and humanitarian situation to better orientate the programmes together with the MCT and to give an appropriate response to the needs of the populations. • Negotiates collaboration agreements and others between the authorities and MSF OCBA upon request of the HOM. • Participates in the induction of the new staff, ensuring all are properly briefed on the context and risks incurred in the area of MSF intervention. • Defends MSF principles and makes the organisation known.
Mission Definition and Planning • Participates, together with the CMT, in the definition of MSF-OCBA interventions within the framework of MSF operational policy. • Proposes and manages exploratory missions based on detected needs and the resources available. • Participates, together with CMT, in the proposals for new projects, defining strategies, and objectives guaranteeing MSF OCBA operational perspective and principles.
Project Management • Supports Field Coordinators in project management by providing necessary contacts, information and participating in meetings when needed. • Assesses upon request of Head of Mission and in collaboration with Field Coordinator the progress of the projects, regularly going on field trips and proposing reorientation strategies if necessary. • Supports Field Coordinators in the preparation of project reports to submit to Head of Mission as per Operational Manual. • Supports Head of Mission in the preparation of project proposals and project reports for Donors.
Emergency Response • Conducts an active and permanent follow-up of potential emergencies in the Country/Mission. • Participates in the regular update of the Emergency Preparation Plan (EPP), together with MCT and field teams. • Assesses, together with MCT, emergency situations that may arise and proposes potential interventions in coordination with the Head of Mission. • Participates in any emergency activity or exploratory visit in or out of the MSF area of work, and is prepared to intervene directly when necessary.
Internal institutional responsibilities • Promotes identification with and commitment to the organisation and the humanitarian principles • Facilitates the reflection about challenges to the medical and humanitarian action • Facilitates the development of associative dimension of MSF (FADs, membership, AGs) • Facilitates the flow of operational and associative information to all staff in the mission.
Security • Participates in the monitoring of the security situation in the Country and the alert levels amongst the staff, according to a context and risk analysis. • Participates in the updating of the country’s security guidelines in line with the general Security Policy and Security Management Manual.
Reporting • Helps compiling and submits all reports as defined in Operations Manual and all other MSF internal reports when needed. • Helps drafting project proposals, agreements, protocols, briefing papers at request of Head of Mission. • Keeps documents in database updated, properly filed, an easy to access for internal users.
REQUIREMENTS
Education:
Essential university degree Desirable degree in project management or human resources related studies Languages: Mission working language essential. Fluent English or French. Desirable both languages.
Experience: Essential working experience of at least two years in relevant jobs Essential experience of at least two years with other NGOs in coordination positions Essential working experience in developing countries
Knowledge:
Essential computer literacy (Word, Excel and Internet)
WHAT ARE WE OFFERING
Salary between 1600 € - 2000 €, with possibility of ascending in our salary grid.
